Cholera-WHO supports Ebonyi State to curb the outbreak

It was noon at a health facility in Amaozanu Community, located at Ishielu Local Government Area (LGA), Ebonyi state.

Lying on a bed at the cholera treatment unit (CTU) with a drip (intravenous fluid or IV) on his hand is Mr Onwe Godwin, a 56-year-old from Amuhu Village in Ishielu LGA,

He had been admitted to the hospital for three days, but cannot recall or trace how he contracted the disease.

Narrating his experience, he says “I was passing watery stool for about 24 hours but did not know how I got to the hospital.

He is still weak and recovering from cholera, a deadly bacterial disease that causes severe watery diarrhoea, which can lead to dehydration and even death if untreated.

“The experience was not good and do not pray for it to happen to me again. It started with abdominal pain, which later resulted in me passing watery stool. I went to the toilet over 10 times and suddenly became very weak only to wake up at the health centre,” he says.

In Abogodo Okposhi Ngbo village in Ohaukwu LGA, 46-year-old Omogo Esther contracted the deadly disease after caring for her sick neighbour.

The neighbour who eventually died of the disease was traced by the health workers as the index case in Ohaukwu village. She presented all cholera symptoms (vomiting, stooling and fever), but had no idea what she was dealing with.

“ The experience has not been pleasant because as an adult, I never thought I could soil myself. I started stooling and vomiting three days after the death of my neighbour and got so weak only to wake up at the hospital, she says.

Now that they are both recovering, they intend to keep better hygiene procedures, boil their water before drinking and raise awareness about the preventive measures for cholera in their respective communities.

Swift response to combating disease

Cholera is endemic in Nigeria with cases recorded yearly, mostly during the rainy season and more often in areas with unsafe water, sanitation and hygiene (WASH). From January to November 2022, Nigeria reported 23,550 cases across 32 states and Federal Capital Territory.

In Ebonyi State, three (Ishielu, Ohaukwu and Afikpo North) LGAs recently reported 143 suspected Cholera cases with 8 death.

In swift action to curb the spread of the disease and ensure the health and safety of residents across all Ebonyi communities, the State Government in collaboration with World Health Organization (WHO) and other partners activated an emergency operation centre.

“As soon as the state epidemiologist got news of the outbreak, a Rapid Response Teams (RRT) was deployed with support from WHO to the affected communities. This was to ensure that the morbidity and mortality are kept at the barest minimum,” says Dr Daniel Umezurike, Ebonyi Commissioner for Health.

The commissioner applauded WHO for being a dependable partner by providing technical guidance to the state to guarantee quality health service delivery.

“This is evident with the recently concluded surveillance training of health workers which was instrumental to the early detection and reporting of the current outbreak. They have been instrumental in coordinating other partners and intervention activities across the State and down to the communities,” he says.

Additionally, the WHO team provided technical support in the development and operationalization of the cholera preparedness and response plan, mobilising other partners in the State.

He added that the government would provide boreholes and construct toilets for the LGAs as a way of tackling water scarcity and open defecation in the area.

Successful Intervention

A situational analysis of the outbreak was linked to unsafe water, sanitation and hygiene (WASH) and coupled by importation and low history of cholera vaccination coverage in the area

Commending the government for their action Dr Vivian Chinelo Ibeziako, WHO State Coordinator Ebonyi State, said that the quick intervention yielded positive results in the state leading to a decline in cases now being reported.

“To curb the transmission of the cholera outbreak, WHO collaborated with the Nigeria Centre for Disease Control (NCDC) to provide medical supplies (rapid diagnostic testing kits) and other sample collection and transportation kits to be used from LGAs to the State Public Health Laboratory.

Additionally, WHO mobilized 134 trained surveillance focal persons across the State for sensitizing the clients, early detection and reporting as well as supported the state in conducting community sensitization campaigns with preventive messages.

So far, cases are declining and about 135 patients have been successfully managed and discharged from the treatment centres,” she added.

Angolan president witnesses ADSW 2023 opening ceremony

Abu Dhabi – Angolan head of State João Lourenço attended the opening ceremony of the Abu Dhabi Sustainability Week (ADSW) 2023, held at the National Exhibition Centre on Monday.

João Lourenço arrived Sunday in Abu Dhabi, at the invitation by local authorities, to participate in the 15th Edition of the Forum dedicated to the environment.

Tuesday João Lourenço is expected to address the clean energy production in Africa.

Also attended the ceremony the Presidents of the United Arab Emirates (UAE) Mohammed Bin Zayed Al Nahyan, Azerbaijan Ilham Aliyev, and South Korea Yoon Suk-yeol.

2023 Draft State Budget passed in generality

Luanda – National Assembly (AN) on Monday approved in general terms the State Budget Proposal (OGE) for the 2023 economic year.

Last Friday the Angolan minister of Finance, Vera Daves, presented the document during a Parliamentary session in Luanda.

The Budget was approved at the 3rd Extraordinary Plenary Meeting of National Assembly with 117 votes in favour (MPLA and PHA), 80 against (UNITA) and four abstentions (FNLA-PRS).

With expenditure and revenues estimated at AKz 20.1 billion, the Draft Budget sets the social sector as priority, with 23.9 percent.

It estimates a reference price of 75 dollars per barrel of oil and an average oil production of 1.18 million barrels.

The document is expected to be discussed in specialised commissions after which it will receive the final approval.

Inflation reaches 1.19 pct in December

Luanda – The overall inflation recorded in December 2022 stood at 1.19 percent, with imported products recording 0.71 percentage points, or 60 percent, a slowdown of 1.08 percent compared with December 2021.

According to the Wholesale Price Index (IPG) report, published by the National Statistics Institute (INE) for December 2022, domestic products contributed to 0.48 percentage points (40%) of the overall inflation figure.

Inflation for domestic products in December 2022 was 1.90%, with the manufacturing industry contributing to 1.11 percentage points to price changes.

The report adds that the accumulated variation of domestic products recorded 28.28% in December.

The list of products that influenced prices included soda (0.57 p.p.), beer (0.26 p.p.), wheat flour (0.04 p.p.), beef (0.02 p.p.), cement, milk powder and frozen horse mackerel (0.01 p.p.) each.

The Inflation of the imported goods in December was 0.95%.

The manufacturing industry contributed to 0.88 percentage points to the price variation in this category.

Contributing to inflation were imported products like wheat flour (0.11 pp), pork (0.09 pp), frozen chicken (0.07 pp), soda and cane sugar (0.05 pp), white rice (0.04 pp), beer, wine and soya oil (0.03 pp), beef and cornmeal (0.02 pp), pasta, margarine whisky, sausage (0.01 pp), among others.

Parliament speaker expects State Budget responds to families’ concerns

Luanda – National Assembly Speaker Carolina Cerqueira on Monday said she hopes that the 2023 State Budget (OGE) will be drafted with the contribution of political parties and gradually addresses the concerns of families and companies.

Carolina Cerqueira was speaking at the end of the 3rd Extraordinary Plenary Meeting of the National Assembly (AN), which approved, in general terms, the 2023 draft State Budget.

“It should be a budget prepared with the contributions that the various parties presented during the various sessions that we held”, the Parliament Speaker said.

According to the Speaker, citizens hope that their representatives can achieve a responsible document, with the possible consensus and that it gradually responds to their families and companies’ concerns.

The Speaker stressed that the State Budget is expected to be improved through discussion in the specialty with everyone’s contributions.

She added that the various representatives are expected to remain committed to dialogue and compromise to a budget that responds to the current moment the country faces.

Oxfam: World’s Richest 1% ‘Grab Two-Thirds of Global Wealth’

As the annual World Economic Forum (WEF) gets underway this week at the Swiss ski resort of Davos; the charity Oxfam says extreme wealth and extreme poverty have increased simultaneously for the first time in 25 years – and is calling for fairer taxation in response to the soaring inequality.

Hundreds of billionaires, dozens of government ministers and central bank governors are due to attend the WEF, widely seen as a get together for the global super rich. In its report, “Survival of the Richest,” published Monday, Oxfam says the world’s billionaires are becoming richer.

“Davos is back in January. The festival of wealth is back. And we’re bringing alarming new findings which show that the one percent, the richest one percent in the world have grabbed nearly two-thirds of all new wealth created since 2020,” Oxfam America’s director of economic justice, Nabil Ahmed, told VOA.

Pandemic profits

Oxfam says the source of that wealth is partly government money: emergency liquidity pumped into the global economy as the coronavirus pandemic forced countries into lockdown in 2020.

“That was essential. But at the same time the ultra-wealthy were able to really ride this asset boom that resulted, the stock market boom that resulted. And without the guardrails of progressive taxation in the economy, the ultra-wealthy were really able to line their pockets,” Ahmed said.

Inflation

Oxfam calculates that at least 1.7 billion workers now live in countries where inflation is outpacing wages, meaning people are becoming poorer. The wealth of billionaires, however, has surged as inflation drives up food and energy prices.

“The current cost-of-living crisis, with spiraling food and energy prices, is also creating dramatic gains for many at the top. Food and energy corporations are seeing record profits and making record pay-outs to their rich shareholders and billionaire owners. Corporate price profiteering is driving at least 50% of inflation in Australia, the U.S. and Europe, in what is as much a ‘cost-of-profit’ crisis as a cost-of-living one,” the Oxfam report says.

“We were able to show how 95 food and energy corporations have actually been able to double their profits in 2022,” the charity’s Ahmed told VOA.

Fair taxes

Oxfam is calling for windfall taxes imposed on energy companies to be extended to food companies making big profits. It also wants a tax of up to 5% on the world’s multimillionaires and billionaires.

“The spectacular rise of wealth and income at the very top has coincided with a collapse in taxes on the richest 1%. While there are differences between countries, the general trend towards lower taxes for the rich has been remarkably similar across all regions of the world,” the report says.

“Extreme inequality is not inevitable,” Ahmed told VOA. “This isn’t about nurses, teachers, the middle class. This is really about those at the very top, ensuring that they’re paying far fairer taxes.”

Solutions

The president of the WEF maintained that the annual Davos summit does benefit the whole world.

“So much is at stake, we really need to find solutions on the wars and conflicts. We also have to secure that we don’t go into a recession, and we have 10 years of low growth, as we had in the 1970s. That is at stake, and we need all the stakeholders to be part of working towards a safer and more inclusive growing global economy,” World Economic Forum President Borge Brende told The Associated Press.

Huila plans to vaccinate 1 million cattle

Lubango – At least one million doses of vaccines are available for immunisation of the cattle in southern Huila province, the local health authorities have announced.

The move is part of a campaign running from March to May 2023.

Compared to last year, there was an increase of 200,000 doses of vaccines and 96,806 heads of cattle, said the head of the provincial department of the National Veterinary Institute in southern Huila Province, Samo Daniel.

Speaking to Angop on Monday, Daniel considered the available doses of vaccines insufficient due to the existing number of cattle, which stands at 1.2 million.

He explained that these are mandatory vaccinations, specially in terms of prevention of blood and symptomatic anthrax, foot-and-mouth disease, brucellosis, lumpy skin disease and contagious pleuropneumonia.

The campaign will involve 166 technicians distributed in 30 fixed and mobile brigades.

Move Over Ben Franklin: Laser Lightning Rod Electrifies Scientists

When Benjamin Franklin fashioned the first lightning rod in the 1750s following his famous experiment flying a kite with a key attached during a thunderstorm, the American inventor had no way of knowing this would remain the state of the art for centuries.

Scientists now are moving to improve on that 18th-century innovation with 21st-century technology — a system employing a high-powered laser that may revolutionize lightning protection. Researchers said on Monday they succeeded in using a laser aimed at the sky from atop Mount Santis in northeastern Switzerland to divert lightning strikes.

With further development, this Laser Lightning Rod could safeguard critical infrastructure including power stations, airports, wind farms and launchpads. Lightning inflicts billions of dollars in damage on buildings, communication systems, power lines and electrical equipment annually while also killing thousands of people.

The equipment was hauled to the mountaintop at an altitude of about 8,200 feet (2,500 meters), some parts using a gondola and others by helicopter, and was focused on the sky above a 400-foot-tall (124-meter-tall) transmission tower belonging to telecommunications provider Swisscom SCMN.S, one of Europe’s structures most affected by lightning.

In experiments during two months in 2021, intense laser pulses — 1,000 times per second — were emitted to redirect lightning strikes. All four strikes while the system was active were successfully intercepted. In the first instance, the researchers used two high-speed cameras to record the redirection of the lightning’s path by more than 160 feet (50 meters). Three others were documented with different data.

“We demonstrate for the first time that a laser can be used to guide natural lightning,” said physicist Aurelien Houard of Ecole Polytechnique’s Laboratory of Applied Optics in France, coordinator of the Laser Lightning Rod project and lead author of the research published in the journal Nature Photonics.

Lightning is a high-voltage electrical discharge between a cloud and the ground, within a cloud or between clouds.

“An intense laser can generate on its path long columns of plasmas in the atmosphere with electrons, ions and hot air molecules,” Houard said, referring to positively charged particles called ions and negatively charged particles called electrons.

“We have shown here that these plasma columns can act as a guide for lightning,” Houard added. “It is important because it is the first step toward a laser-based lightning protection that could virtually reach a height of hundreds of meters [yards] or a kilometer [0.6 mile] with sufficient laser energy.”

The laser device is the size of a large car and weighs more than 3 tons. It uses lasers from German industrial machine manufacturing company Trumpf Group. With University of Geneva scientists also playing a key role, the experiments were conducted in collaboration with aerospace company ArianeGroup, a European joint venture between Airbus SE AIR.PA and Safran SA SAF.PA.

This concept, first proposed in the 1970s, has worked in laboratory conditions, but until now not in the field.

Lightning rods, dating back to Franklin’s time, are metal rods atop buildings, connected to the ground with a wire, that conduct electric charges lightning strikes harmlessly into the ground. Their limitations include protecting only a small area.

Houard anticipated that 10 to 15 years more work would be needed before the Laser Lightning Rod can enter common use. One concern is avoiding interference with airplanes in flight. In fact, air traffic in the area was halted when the researchers used the laser.

“Indeed, there is a potential issue using the system with air traffic in the area because the laser could harm the eyes of the pilot if he crosses the laser beam and looks down,” Houard said.
