Angola: Budget restricted to NDP programmes

Luanda – Angola’s State Budget will only cover from now on the expenditures of the programmes envisaged in the National Development Plan (NDP 2018-2022), said the Minister of State, Economic and Social Development, Manuel Nunes JA�nior.

The previous budgets included expenses and revenues from the programmes or projects not included in NDP, said the minister, adding that the Executive intends to scrap such a procedures from 2019 State Budget.

“No activity, no task or action will be included in General State Budget, unless it is part of one of these programmes,” said Manuel Nunes JA�nior, while addressing the presentation ceremony of 2019 State Budget to the civil society members.

He said that the move is intended to make the government’s action focused on the discipline, with a view to making the general budget more efficient and effective.

In his State of Nation Address at Parliament building, to mark the opening ceremony of legislative year, the President JoAPound o Lourenco announced the 2018-2022 National Development Plan as the main governance instrument for the coming four years in the country.

According to the Statesman, this is a widely disseminated document based on the great strategic options contained in Angola’s 2025 Long-Term Strategy.

JoAPound o Lourenco said that the state budgets will now be based on the 83 programmes envisaged in the National Development Plan.

The objective is to ensure a more focused, more disciplined, more resource efficient and more effective governance that leads to desired results.

It is estimated that the 2018-2022 NDP may reach an average annual growth in real terms of 3%, driven by the average annual growth of the non-oil sector that will stand at 5.1% in this period the national economy.

The meeting aimed at making the budget more participatory and rich at the time of its preparation, under the National Assembly commitment undertaken during debate on 2018 State Budget.

The meeting also served to present the macroeconomic projections for 2019 that allow the Government to “cut or allocate funds to a specific sector.

At the meeting, the Ministry of Economy and Planning also presented the limits of General Budget 2019 and the public investment to be made during this period.
