Angola: Finance minister calls for sound financial management

Luanda – The Angolan Finance Minister, Archer Mangueira, called on Tuesday in Cacuaco municipality here for those trained in the public finance course, the correct management and execution of the budget and the financial programme within the deadlines and in accordance with the legislation in force.

Archer Mangueira said so during the awarding ceremony of diplomas to the 70 trainees who, for three months, attended the courses of the Public Finance Training Institute (INFORFIP), in public budgetary and financial management, general secretaries and entities with similar tasks, as well as management of local public finances.

Compliance with legally defined financial and accounting principles relating to financial implementation and the budget, application of budgetary, financial and property resources, strictly observing the principle that cannot have destinations other than those for which they have been authorized, are part of the series of the minister’s warnings.

The official also said that he expects the trainees to end using budget loans without compliance with strict rules in force, as well as expenditure not included in the budget or exceeding the approved budget provisions.

The governor urged the technicians to ensure compliance with the rules and legislation related to public expenditures, service provision, procurement of goods and services, and public works contracts.

The same probity and zeal, he expressed, is expected from those trained in general secretariat and entities with similar tasks, warning that who prevaricate will be legally accountable.
