Luanda – Perpetrators of crimes committed against children deserve greater accountability in order to deter such practices, said Tuesday the State Secretary for Human Rights and Citizenship.
Ana Celeste Januário said so during a press conference on the sidelines of the opening of the training action on Standard Operating Procedures (SOP) for the strengthening of the National System for the protection of children at social risk.
The official said that although there is a very protective legislation, it is still possible to observe the increase in cases of child abuse.
Ana Celeste said that with the publication in Gazette of the joint Executive Decree of the Ministries of Education, Interior, Justice and Human Rights, Health and Social Action, Family and Promotion of Women, the forms of action will be standardised in order to facilitate the prevention and accountability of offenders.
The official also guaranteed a more effective system of child protection.
She announced training actions to be provided by the National Children’s Institute for operators of the child protection system (INAC) in Luanda, huila, Moxico and Malanje.
According to her, the training will cover technicians in the Education, Social Action, Health, Justice and Human Rights sectors, as well as to agents of the National Police.
For the director-general of INAC, Paulo Kalesi, the Standard Operating Procedures define what each institution should do when faced with a situation of child rights abuse, where each one can develop their role following a certain standard .
