The Commonwealth of Dominica Enhances Security and Management of the Citizenship by Investment Programme

Roseau, Aug. 29, 2023 (GLOBE NEWSWIRE) — The Commonwealth of Dominica has taken significant steps to bolster the security and management protocols for its Citizenship by Investment Programme, aimed at fortifying the integrity and longevity of the programme.

Dr. Roosevelt Skerrit, the Prime Minister of Dominica, has been collaborating closely with various stakeholders, including international consultants, to conduct a comprehensive audit of the investment migration programme. Building on an initial audit undertaken last year by a UK consulting firm, the government has been actively implementing new and improved processes through the Citizenship by Investment Unit.

During his recent Budget Speech, the Prime Minister unveiled plans to enlist a globally vetted management consulting firm to oversee the overall operations and management of the Citizenship by Investment Programme. While Dominica already boasts a proactive due diligence process, the government is committed to its further reinforcement, vowing “to leave no stone unturned to strengthen it.”

“We take this matter very seriously and will increase our efforts in showcasing our robust due diligence and risk mitigation efforts on all fronts.” the Prime Minister affirmed.

Over the past 18 months, the Government of Dominica has undertaken several measures to elevate the security of its investment migration programme.

A United States-based firm has already conducted anti-money laundering and counter-terrorism financing training for all Citizenship by Investment Unit staff as the Unit undergoes restructuring. The CBIU was restructured under the supervision of an expert compliance officer to ensure that all procedures were updated, quality control measures strictly followed, and all IT systems upgraded.

The government made a bold move at the start of the year, giving notice of its intent to revoke the citizenship of those who made false declarations or misrepresentations in their applications, particularly relating to previous visa rejections from countries with which Dominica has visa-free treaties.

Dominica has also introduced biometric travel documents and updated its naturalisation certificate, enhancing its security features.

Citizens of the Kurdistan region in Iraq, Russia and Belarus do not qualify for citizenship in Dominica as international security authorities have flagged the regions as high risk. Moreover, the government introduced legislation providing an enhanced due diligence fee for applicants from specific countries. This enhanced due diligence fee offers the government additional resources to thoroughly scrutinise applicants from these countries.

The country also issued regulations to restrict citizens from changing their names.

Dominica has distinguished itself as the first Caribbean country to implement mandatory interviews as part of the citizenship by investment application process – a requirement agreed upon with the United States at a roundtable earlier this year.

“We also devised a new rigorous risk assessment and hired firms from the United States and the United Kingdom to begin interviews with all CBI applicants,” Prime Minister Skerrit said in the Parliament.

In addition to international firms in the US and UK conducting due diligence checks, Dominica’s Financial Intelligence Unit will also assist with the due diligence process. This includes reporting rejected applicants to the JRCC monthly and permitting the JRCC to share that information with the other CBI jurisdictions in the OECS.

Dominica is leading discussions in the region to collaborate on safeguarding the citizenship by investment industry; and has taken measures to emphasise its dedication to cooperating with global stakeholders and enhance the due diligence process to reduce threats from illicit actors.

In addition to these recent changes, new risk mitigation actions include:

  • Thorough assessment and reduction of the number of agents and promoters of the country’s Citizenship by Investment Programme, who will be strictly monitored, along with developers, to ensure compliance with current regulations governing the advertisement of Dominica’s Citizenship by Investment Programme.
  • Strict enforcement of regulated citizenship fees to prevent any undercutting.
  • Strengthening of policies and legislation to maintain competitiveness and alignment with international best practices.

Dominica’s rigorous due diligence and vetting processes make it extremely difficult for any illicit individual to qualify for citizenship. Background checks occur on the ground where the applicant lives and works, via online databases and now in person.

The Prime Minister has reiterated that Dominica will maintain robust due diligence processes to ensure the country meets international standards and alleviates any security concerns.

“We have fresh impetus to go back and relook where we can do even better in giving our international counterparts confidence in our security measures – which are already some of the most robust in the world compared to other jurisdictions,” he said.

Hundreds Of Youth Turn Out For KDF Recruitment In Garissa

Hundreds of youths in Garissa on Tuesday turned for the Kenyan Defense Forces (KDF) recruitment exercise held at the Garissa primary school playgrounds.

As anticipated only five girls turned up for the recruitment compared to their male counterparts.

Addressing the press senior recruitment officer in charge of Garissa Lt. Col. James Okumu said that the turnout was ‘good’ but most of the candidates did not meet the minimum education qualifications whereas others were eliminated on medical grounds.

He said only those who meet the set minimum requirements will be given a fair chance to join the KDF.

‘The doctors observed that most of the candidates had issues to do with their dental, skin that was used to further eliminate the candidates from the long list,’ Lt Col. Okumu.

‘Majority of the Garissa school leavers did not meet the minimum education qualifications. Some have not picked their certificates from their former schools. KDF gives equal opportunities to all Kenyans,’ he added.

Lt Col Okumu said about 10 males and 2 females will be picked in the exercise that kicked off yesterday and will run up to September 8.

The KDF recruitment drive is looking to enlist General Service Officer (GSO) Cadets (both regular and graduate degree holders), Specialist Officers, General Duty Recruits, Tradesmen and Women, and Defence Forces Constables.

Vice Chief of the Defense Forces, Lieutenant General Jonah Mwangi, while addressing journalists at the Defense Forces Headquarters in Hurlingham, Nairobi emphasized the importance of diversity within the KDF saying the recruitment is necessary to address human resource and capacity gaps within the military.

Lieutenant General Mwangi called upon the public to uphold the KDF’s values and report any suspicious activities related to the recruitment process on hotline numbers (0726419709 or 0726419706).

Successful candidates in the cadet category will proceed to the Kenya Military Academy in Lanet, Nakuru County, for further processing. Meanwhile, confirmed General Duty Recruits and Tradesmen and Women will attend training at the Kenya Defense Forces Recruit Training School in Eldoret, Uasin Gishu County.

Governor Barchok Opposes Calls To Revert Health To The National Government

Bomet Governor Prof. Hillary Barchok has opposed calls by a section of health workers in the country to take back management of health care to the National Government.

Speaking at Longisa Sub County when he commissioned a Sh80 million Liquid Oxygen Tank, Barchok said health care is there to stay with the counties.

‘Health care is here to stay with us in the counties, taking it back is like robbing Kenyans and we will not accept it,’ he said.

Barchok said health care provision has improved and electorates at the grassroots are feeling the impact of health services under the management of the County government.

The Governor who was in the company of Health CEC Joseph Sitonik, Deputy Governor Shadrack Rotich, and a representative from Amref who helped in setting up the bulk Oxygen tank said the push by a section of healthcare workers was driven by selfish interest.

He said those pushing for the return of health management of the nation do not appreciate the challenges the counties are going through.

‘Despite numerous challenges, counties have managed to manage health beyond expectation,’ Barchok added.

He said whole counties have not been able to meet the demand for health workers, they have ensured that services are up and running with limited resources.

Barchok said despite the challenges, Bomet has recruited enough healthcare staff and was working round the clock to improve their welfare.

He said as governors they are also pushing for an increase in resources that will enable them to provide better services in all sectors.

‘The resources we get are limited and we will not sleep until we feel that counties are getting enough because this is where a majority of Kenyans are and are expecting various services

The Governor said several clinics have been set up to ensure locals do not crisscross the country in search of treatment.

‘When we took over, we had limited services but now we offer at Longisa almost all health care services,’ he revealed.

He said the focus at the moment was on cancer treatment which is in demand due to increased cases within the South Rift.

Kenya Launches FiRe Award 2023 To Enhance Transparency Financial Reporting

Kenya has unveiled the 2023 edition of the Financial Reporting (FiRe) Award, a prestigious recognition that celebrates and promotes financial reporting excellence in both public and private sector organizations.

Canadian Society Offers Varsity Scholarships To Needy Students In Vihiga

The African Canadian Continuing Education Society (ACCES) has offered scholarships to 23 needy students in Vihiga County joining universities this year.

The Society has signed a Memorandum of Understanding (MOU) with the County government to sponsor students, the first cohort of the devolved unit’s secondary school scholarship programme initiated four years ago.

Dr Anthony Mutevane, Education Coordinator at ACCES, said they are also assisting other needy cases in Bungoma, Busia, Kakamega and Trans-Nzoia counties.

Dr Mutevane disclosed that they settled on 100 of them and so the remaining 77 slots have been shared by the four counties.

He said they would invite another round of applications in February and called on those interested to participate in the process.

The area Governor Dr Wilber Ottichilo lauded the Society for their philanthropic gesture and urged them to sustain the spirit.

He pledged that the county administration would offer attachment opportunities to those pursuing courses in engineering and medicine.

Dr Ottichilo stated that since the County has invested considerably in the beneficiaries, they are bound to join its labour force upon graduation as a way of paying back.

University Students Benefit From Bursaries

Over 600 students from Kasipul Constituency, Homa Bay County have benefitted from bursaries worth Sh6.5 million to support their university education.

The students who are reporting for their first year in various universities received financial support from Kasipul National Government-Constituency Development Fund (NG-CDF).

Kasipul Member of Parliament Ong’ondo Were, who distributed the bursary cheques on Tuesday in the NG-CDF offices in Oyugis town said each student received Sh10,000.

Were said the funds will cushion vulnerable students who could otherwise miss out on joining the universities due to high poverty levels.

He said there were many parents who had approached him saying their sons and daughters were going to fail to join due to financial constraints.

The Legislator said Kasipul was the first constituency in Nyanza region to allocate bursaries for students joining universities.

‘Kasipul NG-CDF is the first one to provide allocation for university students. Many students would otherwise fail to join universities if they are not supported’ Were said.

He said that his dream was to promote education in the area to produce a highly skilled workforce.

The MP argued that the best way to invest in the people for posterity is through education.

‘Education is the best investment for posterity. Giving our children funds to join universities will transform this constituency,’ Were said.

The MP told the students to shun social vices and focus on their education to enable them to meet the intended objectives.

‘I cannot support students who are always preoccupied with politicking, I want students to concentrate on their studies,’ Were said.

Central Kasipul Member of County Assembly (MCA)Bob Obondo lauded the move saying it will shape the future of many students in the constituency.

‘We have never had any allocation for students joining universities in our region. This initiative will transform Kasipul,’ Obondo said.

Parents applauded the initiative saying it was a relief for them during the prevailing harsh economic times.Beatrice Achieng, a widow, said she lacked funds for her child but was now relieved.

Risper Auma, a student said the funds had motivated her to work hard in her studies.

‘I hail from a poor family and I am now sure I am going to join Rongo University to study education,’ Auma said.

Indian Ocean Island Games: Team Seychelles wins 2 gold medals in swimming and 2 in weightlifting

Swimmers Felicity Passon and Simon Bachmann gave Seychelles its first two gold medals on Monday on the third day of the 11th edition of the Indian Ocean Island Games in Madagascar.

Passon won the women’s 200m individual medley in 2 minutes 28.64 seconds. Two swimmers from Reunion Mahe Gory-Lauret and Elisa Montrouge were second and third, respectively.

Seychelles President Wavel Ramkalawan sent a message of congratulations to Passon.

“Congratulations to our star swimmer Felicity Passon in bringing Seychelles its first Gold Medal. Well done! Thank you for raising the Seychelles Flag to the highest podium. Congratulations, Seychelles is beaming with pride,” he said.

Ramkalawan also congratulated swimmer Bachmann who won the second gold medal for Seychelles in the men’s 200m individual medley.

Bachmann won first place in 2 minutes 10 seconds ahead of Mael Dujoux from Reunion and third was Mauritian Matteo Tin Wan Yuen.

Seychelles also won two gold medals on Tuesday in weightlifting with Chakira Rose in the women’s +87 kg. She also won a silver medal.

Passon also won a silver medal in the 200m backstroke in 2 minutes 19.89 seconds.

Other medals for Team Seychelles on Monday were in weightlifting. Joelita Coloma won three silver medals in the women’s 76kg category while Terrence Dixie won 3 bronze medals in the 102kg category for men.

After the third day of the IOIG, Seychelles has 35 medals – 4 gold, 17 silver, and 14 bronze.

Seychelles is now in 4th place on the medals table which is being led by Madagascar with a total of 110 medals – 56 gold, 25 silver, and 29 bronze, followed by Reunion and Mauritius.

Team Seychelles expects more medals on Tuesday with five boxers in the final.

While Shane Boniface and Edrian Volcere had already qualified earlier, three others booked their spots on Monday.

Archild David won by 5-0 in the 51kg against Said Soufiane from the Comoros. Dashil Fanchette in the 80kg won by RSC – referee stopped contest – in the third round against Seraphin Maisa from Madagascar and Keddy Agnes in +92 kg also won by RSC.

The five Seychellois finalists will be aiming for gold in the finals on Tuesday.

Seychelles will also be in action in athletics, which starts on Tuesday.

As for the team sports, Seychelles women’s volleyball team will face Mauritius and the men’s side will be playing against Mauritius as well.

The men’s basketball 5×5 will also play against Mauritius.

Aeroflot to increase flights to Seychelles to three weekly

Russia’s national airline, Aeroflot, will increase its flight frequency to Seychelles in October, which will keep the Eastern European country among the top three markets on the island nations’ visitors’ arrival list.

As of October 16, Aeroflot will increase its number of flights from two to three weekly linking Moscow directly to Seychelles, an archipelago in the western Indian Ocean.

The additional flight will be operated on Mondays, complementing the flights on Wednesdays and Saturdays. Direct flights operated by Aeroflot between Seychelles and Russia last about 12 hours.

The principal secretary for tourism, Sherin Francis, told SNA that “we are confident that by enhancing connectivity, we can significantly improve our market performance, as Russia holds strategic importance for our business.”

“Additionally, Russia has demonstrated the potential for increased tourism earnings, which would not only boost our tourism sector but also contribute to improved market performance. We anticipate that increased frequency will play a crucial role in achieving these objectives,” said Francis.

Currently, Russia sits behind Germany and France as the third top contributor to visitors’ arrival in Seychelles.

From January 1 to August 20 this year, a total of 25,546 Russian visitors have landed in Seychelles. This represents a 39 percent increase compared to the same period last year.

Aeroflot resumed scheduled direct flights to Seychelles in October 2022.

Malaysia offers online courses to Seychellois through new agreement

The Seychelles government and a top university in Malaysia signed an agreement on Tuesday through which Seychellois students will have access to online courses by the end of this year.

The managing director of the SEGi University and Colleges in Malaysia, Stella Lau Kah Wai, and the principal secretary in the Ministry of Education, John Lesperance, signed the agreement for cooperation in higher education at the ministry’s headquarters at Mont Fleuri.

The latest agreement will give Seychellois wishing to pursue further studies an affordable avenue to do so as the SEGi University and Colleges will be developing course content available on the africaopenlearning.com platform.

SEGi, which initially started out as Systematic College in 1977 in Kuala Lumpur’s tertiary education institution, has 20,000 students on its five major campuses in Malaysia.

Since 2016, students from Seychelles have furthered their studies there.

In March 2023, SEGi also held a school leadership programme for primary and secondary school teachers in the island state.

“What we really aim to do is to extend accessibility, to open up access to all people from all walks of life,” Lau Kah Wai.

The courses on offer cover various disciplines from diplomas in mass communications to a PhD in information technology.

“Education should not just be confined to a brick and mortar university but it should be accessible across all borders and across all needs and across all learning capabilities,” she explained.

The courses are available online so students can study at their own pace.

“This is especially needed for working adults, where it’s not possible to put your life on hold, to stop your work and enrol in a university full time. With the new course, prospective students will not have to choose between investing in themselves to study or giving up their steady income, or their job,” said Wai.

The course prices range from SCR7,832 ($594) to SCR118,792 ($9,023) depending on the subjects.

Speaking to the press after the signing, the Minister for Education, Justin Valentin, said that with the government’s new educational loans, these courses are affordable”.

Seychelles, an archipelago in the western Indian Ocean, launched an Education Loan Scheme for people wishing to pursue their advanced or tertiary studies in May this year.

The scheme, which is a collaboration with six participating banks and Seychelles Credit Union, allows applicants to apply for a maximum loan value of SCR800,000 ($60,714) .

“This is an exciting process, as it may open avenues for our own local institutions to prepare their students to take up further studies online with SEGi,” he said.

Valentin also explained that the courses on offer are those not offered locally as “we do not want to hinder our own local institutions.”

There are also micro-credentials programmes with badges – which can be verified with SEGi to prove that the courses they have followed are accredited and the certificates they gained are verified. The badges may be used on a candidate’s personal digital file as academic accomplishments.

In 2022, the Seychelles government paid SCR202 million ($15.2million) to cover tertiary training.

Students qualify for government scholarships according to the results of their Advanced Level studies according to the UK qualifications system. They are expected to return to the island nation after they complete their studies and sign a bond agreement to work for a period of time.

The country also has its own University of Seychelles that was created in 2009 and provides a range of courses, but is still limited in the fields of study and professions it offers.

Blue moon to light up Tunisian skies next night

The Tunisian sky will be illuminated on the night of August 30-31, 2023 by the “blue moon”, an astronomical phenomenon that occurs every three years. This will be the thirteenth full moon of the lunar year, according to Hichem Ben Yahia, vice-president of the Tunisian Astronomy Association, who told TAP news agency on Tuesday that the “blue moon” is a rare astronomical phenomenon that makes it possible to observe two full moons in the same month of the solar calendar.»

The official reassured that this phenomenon poses no threat to human health and reiterated that anyone can observe it from any location without the need for astronomical equipment.

He also pointed out that the name “blue moon” does not refer to a change in the moon’s colour, but rather to a particular feature of its calendar.
