Luanda: The National Director of Budget at the Ministry of Finance (MINFIN), Edilazio Caleia, stated on Monday that the 2027 General State Budget (OGE) will focus on prioritising the social and productive sectors. This initiative aims to address citizens' needs and foster national development.
According to Angola Press News Agency, Caleia made these remarks during a seminar on the Guidelines for the Preparation of the 2027 State Budget. The emphasis will be particularly strong on education, marking it as a priority in the forthcoming financial year. He further clarified that projects nearing completion will be given precedence during the budget formulation process.
Caleia also noted that a strategy is being formulated to resolve outstanding financial obligations, ensuring that completed projects do not reappear in the 2027 State Budget. In addition, the Secretary of State for Finance and the Treasury, Ottoniel dos Santos, acknowledged the efforts of technical teams in balancing sectoral needs with the established constraints and priorities.
Dos Santos reiterated the importance of the State General Budget's preparation, equating it with its execution in terms of significance in the budget cycle. He mentioned that efforts are underway to create the main instrument of public policy, which will support the country's stability, growth, and economic sovereignty.
The seminar aimed to disseminate knowledge, harmonise understandings, and align actions in line with the presidential decree outlining guidelines and instructions. Various topics, including 'General Technical Instructions for the Preparation of the 2027 State Budget', '2027 Public Investment Programme', and 'Methodology for the Classification of Project Funding Lines in the State Budget', were discussed during the event. Attendees included officials from the Ministry of Finance and Planning from different provinces across the country.
