Luanda: Angola and the United States of America (USA) have taken a significant step in bolstering their defense ties by signing the Minutes and the Cooperation Roadmap 2026-2031. This pivotal agreement was formalized on Thursday in Luanda, aiming to enhance collaboration between the armed forces of both nations.
According to Angola Press News Agency, the signing event marked the conclusion of the 2nd Meeting of the Angola - United States of America Joint Defense Cooperation Committee (DEFCOM), which was held in the Angolan capital from the 5th to the 6th of this month. The protocols were signed by Afonso Neto, Angola's Secretary of State for Defense Industry, and Daniel Zimmerman, the Assistant Secretary of Defense for International Security Affairs (ASD/ISA), serving as co-chairs of the Committee.
The approved documents outline priorities and strategies for implementing future joint initiatives between Angola and the USA. Afonso Neto highlighted that defense cooperation is a cornerstone of the partnership between the two countries, serving as a vital tool for promoting peace, stability, and security at various levels, including bilateral, regional, and international arenas.
Neto reflected on the positive outcomes of activities conducted between June 2024 and June 2026, underscoring DEFCOM's role as an effective platform for strategic coordination. This platform, he noted, enables the execution of specific initiatives in training, institutional capacity building, interoperability, and technical-military cooperation.
He further emphasized that political trust, strategic vision, and mutual recognition of each state's interests are essential in building a solid and sustainable cooperation framework oriented toward achieving positive results.
Understanding the United States' defense priorities and strategies is crucial for identifying areas of convergence and fostering initiatives that are mutually beneficial. Neto stressed the importance of maintaining transparent dialogue to address the challenges of the current international security environment.
In light of rapid technological advancements, increasing complexity of transnational threats, and the need to enhance state resilience, the cooperation proposals in education, maritime security, special operations, cyber defense, military health, and intelligence are of particular significance. Neto noted that these areas are critical for modern armed forces, playing an essential role in protecting strategic infrastructure, ensuring secure communications, conducting territorial surveillance, responding to emergencies, supporting military operations, and preserving national sovereignty.
