Angola Plans to Allocate Over AKZ 260.6 Billion to Contingency Plan

Luanda: Angola plans to allocate more than 260.6 billion kwanzas to implement a National Contingency and Response Plan for Calamities and Disasters 2026-2027, the deputy national commander of the Civil Protection and Firefighters (SPCB), Edson Domingos announced Monday. Speaking to the press at the end of the meeting of the National Civil Protection Commission (CNPC), the firefighter chief said the amount includes a permanent fund of more than 23 billion kwanzas to secure immediate resources to respond to emergency situations aligned with the National Development Plan (PND).

According to Angola Press News Agency, Edson Domingos stated that the National Plan for Preparedness, Contingency and Response establishes coordination mechanisms for emergency situations, covering food assistance, medical support, temporary shelter, and post-disaster recovery. He added that the approval of the Strategic Plan for Disaster Risk Prevention and Reduction aims to strengthen preventive actions and vulnerability of communities before disasters occur.

'This is a document that aims to create conditions for the State to have the capacity to act before an event occurs, that is, actions for prevention, risk reduction, and also actions aimed at ensuring better recovery in disaster situations,' he said. The meeting chaired by the Minister of State and Head of the President's Military House, Joo Ernesto dos Santos, analyzed the 2025-2026 rainy season and the main impacts recorded by the country in relation to floods, lightning strikes, landslides, and others.

It also approved two plans, namely, the National Plan for Preparedness, Contingency and Response to Calamities and Disasters 2026-2027, whose main objective is to establish an Emergency Action Program to address the disaster or calamity situation that the country will face in a two-year period. The meeting analyzed, discussed, and approved the Strategic Plan for Disaster Risk Prevention and Reduction for the period 2026-2027.
