Luanda: The Attorney General of the Republic, Pedro Mendes de Carvalho, acknowledged, on Monday, the importance of understanding the motivations behind legislative changes in the field of administrative justice, underlining that understanding these changes is fundamental for the correct application of legal norms in the country.
According to Angola Press News Agency, in his speech at the international conference on 'The challenges of legal operators in administrative justice', within the framework of the 47th anniversary of the Attorney General's Office, which is celebrated today, the official considered it essential that public administration bodies and all those involved in the execution of administrative justice know, rigorously, the obligations and attributions arising from the current legal framework.
The magistrate emphasized that the Public Prosecutor's Office plays a special role in this process, as a defender of legality and the public interest, and its contribution proves to be crucial for the effective realization of administrative justice. He stated that administrative justice is increasingly establishing itself as an instrument at the service of citizens, families, businesses, and the democratic rule of law under construction in Angola, although its consolidation still represents a collective challenge.
"Its knowledge, dissemination, and implementation are a responsibility of everyone, from government officials and the governed to magistrates, lawyers, and other legal professionals," he said. The Attorney General recalled that the administrative system, and in particular the administrative justice system, underwent a profound reform aimed at adapting to the constitutional, economic, and social demands of recent decades.
He explained that the process led to the redefinition of the rules governing the actions of the public administration, as well as the reorganization of the administrative litigation bodies. He highlighted the role of the Constitution of the Republic of Angola, which enshrines fundamental principles such as the dignity of the human person, bringing public services closer to the population, and promoting administrative deconcentration and decentralization.
In this context, he considered the revision of the rules governing the actions of the public administration inevitable, with the strengthening of mechanisms to control its acts, ensuring compliance with the principle of legality. Among the main instruments resulting from this reform, he pointed to the Code of Administrative Procedure and the Code of Administrative Litigation Procedure, which constitute a new framework for administrative procedural law in the country.
According to the Attorney General of the Republic, the new legal paradigm requires continuous analysis, reflection, and in-depth study, with a view to its full implementation and effectiveness. The event addressed topics such as "The main lines of the Angolan administrative litigation reform," "The role of the Public Prosecutor's Office in the enforcement of administrative justice," and "The organization and functioning of administrative jurisdiction - the reality of Cape Verde and Mozambique," among others.
