Winners of National Human Rights Award to be known in April

Luanda – The award ceremony of the National Human Rights Prize will take place in April 2023, according to the Secretary of State for Human Rights and Citizenship, Ana Celeste Januário.

At the launch of the 2nd Edition of the award, aimed to encourage social actors to deepen actions around human rights and citizenship, the official said that the applications must be sent by January 31, 2023.

“Candidacies must be sent to the email address premio@minjusdh.gov.ao”, said the Secretary of State, adding that the award consists of four categories.

These are the categories “Person of the Year”, “Research in Human Rights”, “Community and Humanitarian Actions”, as well as “Culture of Peace and Citizenship”.

The first category (Person of the Year) includes actions by individuals who stand out in the promotion, defence and protection of human rights and citizenship.

The second category (Research in human rights) aims to distinguish scientific studies, documentaries and other initiatives documented in any information and communication medium at the national level.

As for the third category (Community and humanitarian actions), it covers conducts and activities with vulnerable communities that deserve special attention, due to their impact on the quality of community life.

The last category (Culture of peace and citizenship) focuses on rewarding natural or legal persons of private or public law, who stand out in the fight against violence and in the promotion of a culture of peace.

Approved in 2020, through a Presidential Decree, the National Human Rights Award held the first edition of the event in 2021.

Court of Auditors participates in international congress in Brazil

Luanda – Angola’s Court of Auditors (TC) is attending the XXIV International Congress of Supreme Audit Institutions (INCOSAI) taking place from November 07-11 in Rio de Janeiro, Brazil.

The country is being represented at the event by a delegation led by the TC president, Exalgina Gambôa, and is integrated by the councilor judges Fausto de Carvalho Simões and Arlete Conceição.

Senior officials from the institution are also joining the delegation.

The event will discuss two main themes such as““The work of Supreme Audit Institutions in the face of public calamities” and “Global voice, global outcome, and far-reaching impact”.

The International Congress of Supreme Audit Institutions (INCOSAI) is the supreme body of the International Organisation of Supreme Audit Institutions (INTOSAI). It brings together around 800 full, associate, and affiliated members of the organisation with the purpose of making strategic decisions.

The meeting takes place every three years and is headed by the president of the Supreme Audit Institution of the country hosting the event.

The first INCOSAI, during which the INTOSAI was founded, took place in Havana (Cuba). The last one was in Moscow (Russia), in 2019.

Humanism of Agostinho Neto for Africa praised

Menongue – The humanism and the patriotic sense of the Founder of the Angolan Nation, António Agostinho Neto, for the conquest of the independence of Angola, Namibia and the freedom of African peoples was praised on Wednesday in the south-eastern Province of Cuando Cubango.

The recognition was expressed by the local director of culture, tourism, youth and sports, Luís Paulo Vissunju, during a lecture on the “Life and work of Dr António Agostinho Neto”, included in the commemorative days of the centenary of the First President of Angola, to be marked on the 17th of the current month.

On the occasion, the official highlighted that the commitment to the liberation of the Angolan and Namibian peoples and the abolition of the then racist regime in South Africa (Apartheid system), the latter achieved through the conquest of the Battle of Cuito Cuanavale, from 1987-1978, justify the humanism of Agostinho Neto.

He said it is important that the life and work of Agostinho Neto be studied and disseminated so that they are well known from generation to generation, inside and outside the country.

Luís Paulo Vissunju said that it was “thanks to the dedication to nationalism of the Founder of the Nation that the country has always excelled in unity” and fought against all attempts by external interference, in defence of its people, from Cabinda to Cunene, a legacy that must be preserved and followed by all.

He also highlighted the contribution of Agostinho Neto to the process of national liberation struggle, with a focus on the development of Angola, with the sending of young people without any discrimination abroad, in order to be trained, a vision that deserves due recognition.

At the opening of the day commemorating the centenary of the Founder of the Nation, António Agostinho Neto, the deputy governor of Cuando Cubango for political, social and economic matters, Adélia Muambeno Samuel, invited all Angolans to pay the necessary tribute to this man of

culture.

She recognized that Neto, in the last moments of the

country’s history, led in a patriotic and nationalist way the

destinies of Angolans, in favour of their freedom under Portuguese colonial rule, a fact that elevated him to the position of National Hero.

The opening act was witnessed by members of the government, representatives of the MPLA and UNITA political parties, religious entities, traditional authorities, youth, students, among other guests.

Elections2022: Botswana congratulates João Lourenço for re-election as President

Luanda – The Head of State of Botswana, Mokgweetsi Masisi, on Thursday congratulated his Angolan counterpart, Joao Lourenço, on his re-election as President of the Republic.

In a congratulatory message, the Botswana President expressed the conviction that his re-election reflects the trust of Angolan people in João Lourenço´s leadership and in the party of which he is the head of the list, the MPLA.

In his letter, Mokgweetsi Masisi praised the government and people of Angola for holding peaceful and free elections.

The Botswana president re-stated his country´s commitment to continue working with Angola on a bilateral, regional and international levels,

According to the document, these are the efforts to find solutions to the challenges facing the region and the continent, with a view to strengthening the ties of friendship and cooperation existing between both countries.

Finally, the Botswana President wished his Angolan counterpart good health and success in his new five-year term at the helm of the country.

According to data from the National Electoral Commission (CNE), MPLA won the general elections with 51.17%, followed by UNITA with 43.95%.

With these results, MPLA gained 124 MPs and UNITA 90, while the FNLA, PRS and PHA elected two MPs each.

Angola approves National Strategy on Climate Change

Luanda – The National Strategy on Climate Change (ENAC 2022-2035) submitted to the Executive by the Ministry of Culture, Tourism and Environment (MCTA), to strengthen the response to the threats of climate change, has received final approval by Presidential Decree.

According to the document, ENAC arises from the need to articulate objectives, instruments and institutions in the pursuit of sustained economic growth and sustainable development, against the backdrop of the provisions of the Paris Agreement, the Sustainable Development Goals and the need to articulate Angolan policy in terms of mitigation and adaptation to the impacts of climate change.

The approved instrument will lead to the development of the National Emissions Plan (PNE) and the National Adaptation Plan for Climate Change (NAPAs).

Based on the ENAC, the country will update the Internally Determined National Contribution (INDCs), which will be submitted to the United Nations Framework Convention on Climate Change (UNFCCC), as well as present its commitment manifesto on climate change, identifying targets and measures, both for mitigation and adaptation, for different sectors.

This legal instrument is structured taking into account five pillars such as mitigation, adaptation, capacity building, financing and research, systematic observation and analysis, thus aiming to promote the transition to a low carbon economy, adapting the national territory to the impacts of climate change.

In this context, the government recognizes that it is essential to strengthen the technical skills of different players and priority technologies for an effective implementation of the ENAC 2022-2035, with the need to leverage the opportunity of climate financing, promoting international cooperation in this domain.

This diploma succeeds the National Policy for the Implementation of the United Nations Framework Convention on Climate Change and the Kyoto Protocol, due to the growth of the economy in the last decade and the change in the international and national climate scenario.

Main climate policy instruments in Angola

Angola has ratified the UNFCCC, acceded and ratified the Montreal Protocol on Substances that Deplete the Ozone Layer in 2000 and the Kyoto Protocol in 2007.

In 2009, it established the Designated National Authority (DNA) for the mechanisms of the Kyoto protocol and started the development of the National Adaptation Action Programme (NAPAs). In 2012, it submitted its first national communication (Angolas’s initial National Communication to the Unite Nations Framework Convention on Climate Change).

In 2016, the country adhered to the Strategy for Reducing the Emission of Greenhouse Gases (GHG) in the refrigeration and air conditioning sector by 2030 for developed countries and 2050 for developing countries, and in 2018 it adhered to the Kigali 5th Amendment on the faced reduction process of hydrofluorocarbons (HFCs).

Angola deposits two legal instruments in the AU

Addis Ababa- Angola deposited, on Monday, in the African Union (AU) headquarters, the letter of adhesion to the Agreement on the Constitution of the African Trade Insurance Agency (ATI) and the instrument of ratification of the African Charter on Statistics.

The two legal instruments were delivered to the Legal Office of the African Union (AU), in Addis Ababa, Ethiopia, by the Permanent Representative of Angola to the AU, Francisco José da Cruz.

ATI is a multilateral financial institution that provides export credit, political risk, investment insurance and other financial products to help reduce the risks and costs of doing business in Africa.

Created in 2001 by seven Common Market countries for Eastern and Southern Africa (COMESA) with technical and financial support from the World Bank (WB), ATI facilitates exports, foreign direct investment (FDI) and trade flows within the continent.

Affiliation with ATI will allow Angola to attract long-term financing at competitive rates, while Angolan entrepreneurs will more easily benefit from credit insurance, political risk, coverage against insolvency and investment

protection.

ATI is a highly regarded and reputable insurance guarantee provider in international markets, namely in the mobilization of financial resources aimed, in particular, at reducing the cost of transactions and covering political and commercial credit risks in Africa.

The African Statistics Charter is a legal instrument that defines the principles that govern the activity of institutions responsible for the collection, production, dissemination and analysis of public statistics at national, regional and continental levels in Africa, as well as the rules of ethical and professional conduct of African statisticians.

This Charter, which was adopted in February 2009 and entered into force in February 2015, is intended to serve as a policy framework for the development of statistics in Africa, in order to ensure better quality and comparability of the statistics needed to monitor the process of economic and social integration on the continent.

Elections 2022: CNE requests Constitutional Court to dismiss UNITA, CASA-CE complaints

Luanda – The National Electoral Commission (CNE) on Monday requested the Constitutional Court (TC) to dismiss the claims filed by the country’s largest opposition UNITA party and CASA-CE coalition, alleging lack of evidence and legal support.

CNE spokesman Lucas Quilundo said that the Commission’s thirty-third plenary session asked the TC to dismiss the claims, adding that in addition to the lack of evidence and legal support the institution faces material impossibility to address the requests made.

Speaking to the press on the sidelines of the plenary session that analysed an appeal request to reconsider the final results of the 24 August elections, Quilundo said that in the specific case of UNITA and the Democratic Bloc, linked to this contentious appeal, after analysing the various elements, it was found that the claim is not supported with alleged evidence.

He added that many of the copies of the minutes do not show the identification codes of the Polling Stations. There are two or three repetitions of the copies of the minutes, as well as some clear signs of erasures.

He pointed out that CASA-CE’s application suffers from the same flaws.

According to the final data announced by the CNE, the MPLA won the elections with 51.17% of the votes, electing 124 MPs to the National Assembly (AN), while UNITA garnered 43.95% and 90 seats).

CASA-CE did not elect any MP.

The election brought together eight political parties and 14.3 million had registered to vote, including 22,560 residing abroad.

Elections 2022: MPLA wants people’s participation in governance

Malanje – MPLA party in northern Malanje province wants more effective participation of the citizens in the development of the region in next five-year term (2022-2027).

The call was made by the first provincial secretary of this political organisation in Malanje, Norberto dos Santos “Kwata Kanawa” on Saturday.

The politician launched the appeal at the end of a march to celebrate MPLA’s victory, obtained in the August 24 general elections, saying that there are “enormous challenges” in the new governance.

Norberto dos Santos thanked the Angolans who voted for the MPLA, adding that his party also respects the will of those who voted for the other political parties.

In Malanje province, MPLA won three MPs, of the five seats contended in the region. The remaining two seats went to UNITA.

MPLA in Huambo vows to carry out inspection

The second secretary of MPLA in central Huambo province, Adérito Chimuco, Saturday called the militants for greater supervision of the party’s governance programme for 2022-2027 term.

Addressing an event to commemorate the party’s victory in the recent general elections, the politician said that the military and the population should demand the fulfillment of the governance programme emerged from the polls, expected to improve the socio-economic conditions” of all Angolans.

He called on the militants to help the Government improve the people’s living conditions and provide a quality service.

The politician added that the MPLA is committed to continue working on the construction of a nation where all Angolans can live with dignity.

The MPLA won three of the five MPs for Huambo provincial constituency and UNITA two.

Final results released by the National Electoral Commission (CNE) gave MPLA the victory with 51.17 percent of the votes.

Elections 2022: Final result dictates P-NJANGO, APN extinction

Luanda – The competing political parties P-NJANGO and APN will be extinct, due to their failure to reach the minimum percentage required by law in the final results of the general elections on 24 August,

Under the article 33 of the Political Parties Law, (in paragraph i), P-NJANGO and APN will become extinct because they did not reach the figure of 0.5% of the total votes cast valid in electoral processes.

The Nationalist Party for Justice in Angola (P-NJANGO) obtained 0.42% of the votes, corresponding to 26,867 voters, and the National Patriotic Alliance (APN) got 0.48%, as the result of 30,139 voters.

The National Electoral Commission (CNE) put at 6. 4 million voters, out of a universe of 14.3 million registered, the number of voters who cast their ballots in the country’s fifth general elections.

Also ran for the 2022 elections, MPLA, UNITA, PRS, FNLA, PHA and CASA-CE parties.

Elections2022: UNITA complains about results discrepancies

Luanda – The director of communication and marketing of UNITA’s electoral campaign, Alcino Kuvalela, said Monday in Luanda that there is discrepancy between the results of the general elections calculated by his party and the definitive results disclosed by the National Electoral Commission (CNE).

Speaking to ANGOP, Alcino Kuvalela said that UNITA’s managing board will decide on the matter in the near future, adding that his party will continue to call on the CNE to conform its data with the summary minutes in the party’s possession.

Mr Kuvalela said UNITA has sent a set of complaints to the CNE about the discrepancies among the data prior to the release of the final results.

The final results announced on Monday confirmed the victory of the MPLA and its candidate for President of the Republic, João Lourenço, with 51.17 percent of the valid votes.

The president of the National Electoral Commission, Manuel Pereira da Silva, said that the percentage results from the 3.2 million in favour of the MPLA, electing 124 deputies to the National Assembly.

The final figures released on Monday by the CNE give UNITA 43.95% (2.7 million votes, thus electing 90 deputies) while the PRS got 1.14% (71,351 votes, 2 deputies), FNLA 1.06% (66,337 votes, 2 deputies) and the newcomer PHA with 1.02% (63,749 votes, 2 deputies).

CASA-CE with 0.76% (47,446 votes), APN with 0.48% (30,139 votes) and P-NJANGO with 0,42% (26,867 votes) did not elect any deputy (MP).
