Luanda: President Joo Louren§o has authorised a total investment of USD 210.91 million to build an integrated ecosystem of digital government services and accelerate the modernisation and efficiency of public administration.
According to Angola Press News Agency, responsibility for conducting public procurement procedures lies with the Institute for Administrative Modernisation (IMA), with the investments allocated to each of the identified areas. The President of the Republic allocated USD 150 million to Public Digital Infrastructure to establish technological capacity and integrated cross-government services, while USD 28 million was allocated to Digital Identity and Electronic Signatures.
For Public Administration Interoperability, which involves data exchange between public and private systems and applies the 'once-only' principle for data provision, the Head of the Executive Branch allocated USD 13 million. For Artificial Intelligence in the Public Sector and the strengthening of national computing capacity, data governance, and the automation of administrative processes, the President of the Republic authorised an investment of USD 6 million.
Digital Inclusion and Citizenship, also formalised through a Presidential Decree, aims to train local agents, young people, and small and medium-sized enterprises and establish a digital mediation network for rural populations, with an investment of USD 5 million. The Head of the Executive Branch also authorised USD 4.6 million for Cybersecurity in Digital Government, focusing on the protection of critical infrastructure, the establishment of a Security Operations Centre, and incident response.
In another decree, the Head of State authorised the creation of a Single Window for Public Services to reduce bureaucracy and costs for businesses and citizens, with an investment of USD 4.31 million. The Head of the Executive Branch delegated powers to the Director-General of the Institute for Administrative Modernisation (IMA) to approve tender documents, award contracts, and sign the respective agreements.
The initiative is aligned with the Digital Transition Agenda for Public Administration and the Angola Digital Acceleration Project (PADA), financed in partnership with the World Bank.
