IMF Completes Post-Financing Assessment Mission to Angola

Luanda: An International Monetary Fund (IMF) staff team led by Mika Saito conducted discussions virtually and in Luanda between August 24 and September 9, 2026, as part of Angola's Post-Financing Assessment (PFA). The team engaged with representatives from the government, the National Bank of Angola, Parliament, civil society, the private sector, the financial sector, and development partners. According to International Monetary Fund, Ms. Saito, at the conclusion of the mission, stated that a favorable external environment has bolstered Angola's external position and non-oil activities, improved market access, and reduced inflation. However, it also delayed the macroeconomic adjustment and reform momentum necessary to decrease Angola's dependence on oil and its associated vulnerabilities. The forecast remains susceptible to risks such as oil price fluctuations, stricter external financing conditions, and potential delays in fiscal consolidation and reform execution. Maintaining macroeconomic stability and p roductivity gains in the non-oil sector in a volatile global environment requires Angola to adopt fiscal consolidation, prudent monetary policy, and exchange rate flexibility. The IMF emphasized the need for further structural reforms to enhance the business environment, strengthen governance, attract foreign investments, and diversify the economy for sustainable growth. The IMF team expressed gratitude to the Angolan authorities for their constructive and open discussions. The 2026 Post-Financing Assessment for Angola is slated for discussion at the IMF Executive Board in November 2026.
