Parliament Approves Amendments to Supreme Court’s Organic Law

Luanda: The National Assembly has definitively passed a proposal amending the Organic Law of the Supreme Court, aiming to align it with the evolving judicial system. The legislative proposal, initiated by the Executive Power Holder, received unanimous approval.

According to Angola Press News Agency, the amendment document highlights the necessity of making specific adjustments to Law No. 2/22. These changes are intended to synchronize the law with contemporary organizational models and meet the judicial system's technical and operational needs. During the proposal's presentation to the National Assembly, Minister of Justice and Human Rights, Marcy Lopes, emphasized the objective of enhancing the bill by improving its organizational and systematic coherence.

Key changes in the amendment include establishing stricter entry criteria for the Supreme Court, such as requiring positive evaluations in recent years for judges and deputy attorneys general. The proposal also calls for the independent election of the Supreme Court's President and Vice-President in separate competitions, improving transparency and function separation.

Additional modifications involve the Court's plenary functionality, stipulating that decisions be made unanimously or by a simple majority of attending members. Felino Job, an MP from the MPLA ruling party, praised the initiative as vital for strengthening judicial independence and expressed his support, describing it as a move towards constitutional improvement.

UNITA Parliamentary Group, through MP Mihaela Weba, expressed its support for the amendment, noting that its suggestions were largely accepted, except for retaining advisory judges' offices and the Supreme Court's deliberative quorum.

She also pointed out that he is in favor of the law because it requires that judges must have been in this category for at least seven years, so that the Supreme Court can have a better technical quality and professional experience of its new counselors.
