Parliament Approves Proposal to Amend the Customs Code

Luanda: The Draft Law to Amend the Customs Code was approved on Thursday, in general, by the National Assembly, with 112 votes in favor, 70 abstentions, and none against. The bill was approved during the 5th Ordinary Plenary Meeting of the 3rd Legislative Session of the V Legislature.

According to Angola Press News Agency, the initiative for the amendment was taken by the President of the Republic, acting as the Head of the Executive Power. The Law aims to update and contextualize the Customs Code, initially approved by Decree-Law No. 5/06, of 4 October, to align it with significant changes introduced in the tax system. It also seeks to fulfill various international commitments in customs matters assumed by Angola, focusing on the country's accession to the Revised Kyoto Convention through Resolution No. 26/16, of 20 July.

The proposed amendments aim to regulate matters related to customs activity, address existing gaps, and introduce rules to simplify and improve customs regimes and the customs taxation process. The changes are expected to enhance the efficiency and effectiveness of customs operations in Angola.

This Proposal repeals Decree-Law No. 5/06, of 4 October, which approves the Customs Code, as well as Decree No. 43 199, of 29 September 1960, which approves the Organic Statute of Overseas Customs and all legislation that contradicts this Draft Law.
