Luanda: Member countries of the Southern African Development Community (SADC), including Angola, will present a coordinated position on radio spectrum management during the 2027 World Radiocommunication Conference (WRC-27). This information was announced on Monday in Luanda by the Secretary of State for Telecommunications and Information Technology, ngelo Joo, while speaking at the opening of the third SADC preparatory meeting for WRC-27.
According to Angola Press News Agency, frequency harmonization is a decisive factor for the future of mobile networks, geostationary satellites, aeronautical and maritime communications, and meteorological and scientific services. ngelo Joo stated that SADC member states have been strengthening preparations for the WRC-27 process. He emphasized that this position aims to identify common interests, prevent disagreements, and ensure more coordinated participation in international spectrum governance.
ngelo Joo further stated that regional coordination is "not merely an option" but a necessity, at a time when digital transformation has established itself as a driver of economic and social development. He also noted that no single country can address the technical and regulatory challenges in isolation.
The Secretary of State highlighted Angola's role in this process, citing two key contributions: the responsibility for broadcasting the SADC television channel via ANGOSAT-2 and direct participation in adjusting agenda items for WRC-27, in addition to involvement in the community's shared satellite network project. He added that the project is based on infrastructure sharing and the rationalization of space resources and technical-scientific capabilities, with the aim of expanding regional connectivity.
It was also affirmed that access to digital services will boost the regional market, in alignment with the African Union's Agenda 2063 and the UN Sustainable Development Goals. The consensus reached in Luanda will serve as the basis for the 3rd continental preparatory meeting-scheduled for September 7-11 in Tunisia-which marks the final African stage before the global conference that will redefine global radiocommunication rules.
He emphasized that this meeting will serve to strengthen the communities' position and reaffirm Angola's collective commitment to a Southern Africa that is more connected, resilient, innovative, inclusive, and prosperous. The World Radiocommunication Conference is organized by the ITU (International Telecommunication Union) and involves the participation of 193 countries, which define global rules for radio-frequency spectrum use and the frequency bands allocated for 5G/6G, satellites, aviation, maritime operations, meteorology, GPS, and new technologies. Decisions made in 2027 will remain in effect for the next 10 to 15 years.
