Treasury Explains Amendment To The Public Debt Limit

The National Treasury and Economic Planning is conducting nationwide public participation on the amendments of the Public Finance Management (PFM) Act 2012 and its attendant regulations, to be consistent with the constitution and amendment to the public debt limit. The proposed amendment to the public debt ceiling will give the Cabinet Secretary (CS), National Treasury, a leeway to borrow according to the economy’s capacity to pay. ‘The Cabinet Secretary shall at all times maintain public debt at levels not exceeding 55 per cent of Gross Domestic Product in NET Present Value (NPV) terms: Provided that if the public debt exceeds the threshold, the CS will submit a written Report to Parliament, explaining the cause of the breach on the threshold and provide a time-bound remedial plan,” reads the proposed amendment. Speaking to KNA during a public participation forum for Mombasa, Kwale and Taita-Taveta counties, the Chairman of the Task Force that deals with reforms on the PFM Act and PFM regulations from the National Treasury, Resource Mobilization Department, Michael Kahiti said the amendments will enhance accountability in Public Finance Management. The Chairman said the amendments will make it possible for Kenyans to interrogate the level of debt that the government is taking and be able to track the capacity to pay or go slow on borrowing, when the economy contracts due to shocks. ‘We had COVID-19 and the economy was not growing, it went down. The level of debt could not come down because the law could not let the public interrogate the issue of debt,” explained Kahiti. Through the proposed amendments, Kahiti noted that when the economy can pay for debts, the CS can borrow since the capacity to pay will increase. ‘At no time should we borrow without any comparison with the capacity to pay, therefore, the public will be reassured that their government is borrowing because the capacity to pay doesn’t compromise the delivery of other government services,” clarified Kahiti. He went on: ‘In case they will be a contraction of the economy, we are going to use this law to slow down on borrowing and even go for debt restructuring, so that we can ensure the growth of debt is in tandem with the capacity to pay.’ The current law has limited public debt to Sh10 Trillion, with Kahiti arguing that, this was just a number that doesn’t have a relationship with the country’s capacity to pay.

Japanese Ambassador to Tunisia visits TAP’s headquarters

Japanese ambassador to Tunisia, Takashi Osuga, paid a visit today, Wednesday, to the headquarters of the Tunis Afrique Presse (TAP) news Agency where he was informed of the work progress within the desks and editorial departments. During this visit, the Japanese ambassador had the opportunity to meet with TAP CEO Najeh Missaoui and many of its executives. The meeting was an opportunity to review the various aspects of possible cooperation between the agency and the Japanese side. In this context, it was agreed to strengthen the technical and technological cooperation between TAP and the Japanese International Cooperation Agency (JICA), in addition to examining the possibility of concluding a partnership agreement between TAP and its Japanese counterpart. On this occasion, the Japanese ambassador expressed his appreciation to TAP as a public media institution for its objective coverage of national and international events, expressing his admiration for its history and legacy in the media scene in Tunisia. The Japanese ambassador also took the opportunity to highlight Tunisian-Japanese relations, considering them to be “historical and diversified”, especially in the economic field. In this regard, he reviewed the common bilateral events, citing as an example the success of the Tokyo International Conference on African Development “TICAD 8”, hosted by Tunisia on August 27 and 28, 2022.

Cooperation in combating terrorism and exchanging information reviewed as Interior Minister meets French ambassador

Interior Minister Kamel Feki met on Wednesday at the ministry’s headquarters with French Ambassador to Tunisia André Parant. The meeting focused on cooperation between the two parties in areas of common interest falling within the competence of the Interior Ministry, such as the fight against terrorism and organised crime and the exchange of information, said a statement from the Interior Ministry. Emphasis was also placed on enhancing relations between the two sides to the highest level, in such a way as to embody the aspirations of the two friendly peoples.

Tunisian Justice will not yield to pressure (Foreign Ministry)

The Tunisian Justice will not yield to pressure,” the Ministry of Foreign Affairs, Migration and Tunisians Abroad stressed on Wednesday in the light of comments and statements recently published by some of Tunisia’s “partners. Rached Ghannouchi’s interrogation begins (defence lawyers)

National Peace Council meets political parties over hate speech

The National Peace Council has met executives of the various political parties to remind them of the potential dangers they could pose to citizens if they were not responsible in their speeches.

The meeting also sought to evaluate events and utterances in the political space since January 2023 that were creating unnecessary tension, which could lead to possible violence.

Rev Dr Ernest Adu Gyamfi, Chairman, National Peace Council (NPC), told the leaders that they could make statements strongly and forcefully without acrimony or disrespect for another opinion.

Rev. Dr Adu Gyamfi also appealed to the leaders of the various political parties to approach the dialogue with patriotism and feel free to discuss issues dispassionately and objectively.

“This will assure our citizens that we mean well in our desire to govern this country.”He said the NPC, in accordance with Act 818 section 3 (e) obliged the Council to “promote understanding of values of diversity, trust, tolerance, confidence building, negotiation, mediation, dialogues and reconciliations.”

The Council also took the opportunity to give a presentation on the NPC’s Guidelines on Intemperate Language.

The NPC Chairman appealed to the leaders to use the Guide on Hate Speech as reference documents to check abusive, divisive, and other forms of expressions with the potential to threaten the peace of the country.

Numo Blafo Akotia, a member of the NPC, said the in Ghana the phenomenon of hate speech and indecent forms of expression had suddenly grown, and the proliferation of such behaviour was more noticeable during election years.

“These potentially explosives political statements from different sides of the political divide were obvious in the runup to the 2008, 2012, 2016 presidential and parliamentary elections in Ghana.”

“The media also give platforms to hate speeches, fuel and fan such behaviours. Hate speech intimidates people, stifles confidence, and same weakens democracy.”

Sheikh Aremeyaw Shaibu, a member of the NPC, said the ordinary citizens were those who would be affected if violence broke out in Ghana, and urged political party leaders to be guided by their ethics and conscience.

Present at the meeting were representatives of the National Democratic Congress, New Patriotic Party, Peoples National Convention, Convention Peoples Party, and the Great Consolidated Popular Party.

Bishop Nkea calls for human life respect as extrajudicial killings increase

The President of the National Episcopal Conference, Bishop Andrew Nkea has called for the respect of human life following the increasing rate of homicides and killings in the country.

This was during the 48th plenary session of Bishops held in Yaounde on April 18th.

“We are launching a very strong appeal to all Cameroonians to stop killing each other. We are all brothers and sisters of the same homeland and children of the same God who is our father to all, “said the Archbishop of Bamenda, reaffirming the sacredness of human life.

The bishops say they are saddened by the numerous extrajudicial killings that have been ongoing in the country. They cited the first case of the assassination of journalist Martinez Zogo in Yaounde. They call on all to respect human life, which is a gift from God from the moment of conception until natural death.

This appeal comes in a context of an upsurge in homicides in the country with the most recent incident taking place in Nanga-Eboko in the Centre region where six members of the same family were murdered last April 5.

Femicide cases are also reportedly on a rise. According to a count of the daily, Le Jour, April 17th edition, more than 15 women were killed within 52 days in the country. The most recent case is that of a teacher from the Bilingual High School Mokolo, Far North region who was killed by her husband on April 12th following an argument.

The Bishop calls on the authorities concerned to ensure that its citizens are protected and that the culprits of such acts are brought to book.

Bishop Andrea Nkea also highlighted other social ills plaguing the country. He mentioned the socio-political crises in the North West and South West regions, agricultural difficulties, the absence of farm-to-market roads, the Covid-19 pandemic, and high cost of living amongst others.

However, he noted that relative calm has returned to the Anglophone regions as some companies have begun reopening their doors and children have been returning to school. He says it is a sign of hope.

Despite threats from the terrorist group Boko Haram in the Far North and the Anglophone crisis, Bishop Nkea assures the determination of the Catholic Church to pray and work for peace in Cameroon.

Bogus Armed Forces members detained for involvement in scam

At least three national citizens aged between 45 and 55 years old, who were involved in scams, while pretending to be employees of the Angolan Armed Forces (FAA), were arrested Tuesday, the Criminal Investigation Service (SIC) in north-east Malanje province has said.

According to Augusto Barros André, Head of the SIC Press Office in Malanje, the individuals were extorting 30 000 kwanzas per person, with false promises of aiding them join the Angolan Armed Forces.

The SIC officer explained that a shotgun and badges of the Angolan Armed Forces were seized from the perpetrators during the arrest.

The chief of the Criminal Investigation Service informed of the arrest of a 45-year-old Angolan citizen accused of drug trafficking (marihuana), in the commune of Quizenga, municipality of Cacuso.

Augusto André explained that the detention was the result of a micro-operation carried out by the SIC at the road checkpoint in that locality, where the 45-year old man was caught in possession of 100 kgs drugs in a bag of cassava that he was carrying in a vehicle.

According to the spokesman, the accused said that the drugs had been acquired in the municipality of Cunda-dia-base and to be sold in Luanda province.

Minister recommends greater collaboration with Ombudsman

Angolan minister of Justice and Human Rights Marcy Lopes Wednesday in Luanda appealed to everyone to come together and cooperate with the Ombudsman’s Office.

Speaking on behalf of the President João Lourenço at the opening ceremony of the Ombudsman Week, the minister said that the objective is to work so that this institution becomes increasingly stronger, active and known by citizens.

He also recalled that despite not having decision-making power over the requests and complaints addressed to the institution, it is the duty of the public authorities to cooperate in the pursuit of its purposes.

He added that public authorities should no “ignore the administrative intervention of the Ombudsman to clarify a situation that involves respect for the fundamental rights of people”.

In turn, the MP Raúl Lima, who was speaking in representation of National Assembly Speaker, Carolina Cerqueira, highlighted the reforms underway in the country, in terms of justice, which attach great importance to the Ombudsman, as a State body “that gives voice to voiceless”.

“It is our desire that the Ombudsman be an active body recognised for its usefulness to society”, he stressed.

The UNDP representative in Angola, Edo Stork, reiterated the commitment to continue collaborating and providing technical assistance to the Ombudsman in technically strengthening its team, sharing good practices and expanding its services.

The Ombudsman, Florbela Araújo, highlighted the sector’s growth in recent years, which resulted from the recognition of the institution’s importance to society.

She said that the Ombudsman is a public entity that was granted to serve the citizen in the defence of their rights and guarantees, as well as the legitimate interests against an incorrect or inadequate performance of the public services.

The week, which runs under the motto “The Ombudsman as a defender of citizens’ fundamental rights”, will be marked, among other activities, by a cycle of lectures.

Ombudsman Week was institutionalised in 2018.

Today, 19 April, is also celebrated Ombudsman Day, in reference to the election and investiture of the first Ombudsman of the Republic of Angola.
