Division within PPDU: Congress of April 30-May 1 elects Mongi Rahoui Secretary General

The congress of the Unified Democratic Patriots Party (PPDU), which was held on April 30 and May 1, resulted in the election of Mongi Rahoui as secretary general of political formation (advocates of July 25, 2021).

During these meetings which took place between Tunis and the city of Hammamet, the progressives also elected the political office of the party which consists of 23 members as well as the central committee (101 members) chaired by Deputy Secretary General Riadh Fahem.

The congress was held against the background of division experienced by the party founded in 2011 by leader Chokri Belaid, due to the divergence of views and positions on the July 25 process. Two clans are formed, the first led by Zied Lakhdhar, while the second brings together leaders including Mongi Rahoui.

On June 5, 2022, the party’s political bureau decided to suspend, definitively, the membership of Mongi Rahoui because of his participation in the works of the committee in charge of drafting the new constitution.

Amid these disagreements, a group of members led by Mongi Rahoui decided to create a management body.

The two clans, however, kept the same party name, refusing to refer their dispute to the courts.

Two congresses were organised during the same period in the name of the party.

The clan led by Zied Lakhdhar held its congress on April 29 and 30 during which the latter was elected general secretary of the party.

Speaking to TAP on Tuesday, Rahoui expressed commitment to continuing to support the process initiated by President of the Republic Kais Saied which, according to him, “presents social and economic choices that we will work to support so as to meet the expectations of Tunisians.”

President Kais Saied urges further coordination between all security services

President Kais Saied, on Tuesday evening, headed to the Ministry of the Interior, where he met with Minister Kamel Feki and several security officials.

During the meeting, the President of the Republic affirmed the need for further coordination between all security services, saying each administration must complement the work of others. He noted that «there is no loyalty but to Tunisia alone and that the greater the challenges, the more determined he is to meet them.»

The President praised the efforts of the internal security forces, stressing that the shortcomings in securing some recent sports events should not be repeated in the future.

«Tunisia is a trust in the necks of all patriots, and each from their positions must bear this trust despite its weight, especially in this situation where some parties seek to undermine the state and question its institutions and its stability,» he pointed out.

The meeting also addressed other issues such as the phenomenon of proliferation of narcotic drugs whose promoters seek not only financial gain, but also to harm civil peace, according to the President.

President Saied also urged addressing all kinds of corruption and those tampering with the country’s resources, saying the situation cannot continue as it has been during the last decade in particular.

Parliament willing to contribute to development of media sector (Bouderbala)

The Parliament is willing to contribute actively to the promotion and development of the media sector, Speaker of the Assembly of People’s Representatives (ARP), Brahim Bouderbala, said at a meeting with President of the Tunisian Federation of Newspaper Editors (FTDJ), Taieb Zaher, and his accompanying delegation on Tuesday at the Bardo Palace.

The speaker was quoted in a press release as affirming the institution’s willingness to contribute to the development of the media sector through the adoption of a legislative mechanism that meets the needs, specificities and developments of the media landscape.

Bouderbala took the opportunity to stress the importance of media freedom as one of the main achievements of the post-revolutionary period, and called for this capital of freedom of expression to be put at the service of the country’s general interest.

«In this delicate situation underwent by the country, the media are called upon more than ever to fulfil their mission to the best of their ability,» stressed the ARP Speaker, reaffirming the willingness of the parliamentary institution to show openness and cooperation with the media.

«We are concerned with regulating and organising relations between Parliament and the media. To this end, we are working to establish a system of accreditation and to create appropriate working conditions within the parliamentary institution so that media professionals can best play their role in informing the public about draft laws.»

The President of the Tunisian Federation of Newspaper Directors (FTDJ) reviewed the various problems facing the media sector in Tunisia, citing in particular the issue of public advertising and the means for the media to make the most of it.

In this context, he called for the adoption of a law creating a national agency for the management of public advertising in order to better regulate this issue and deal with it transparently. The importance of print media subscriptions as a source of funding and a guarantee of sustainability is no longer in question, he said.

Zaher said he was pleased to see the ARP president’s willingness to work openly with the media and to work to regulate relations between the two parties. He stressed the FTDJ’s full willingness to provide assistance and useful approaches in this regard, especially on the issue of accreditation.

The participants in this meeting had the opportunity to raise a number of issues related to the concerns of media professionals, including Decree-Law No. 54 of 13 September 2022 on the fight against crimes related to information and communication systems.

They also mentioned the difficulties faced by many media outlets, which are in a precarious situation and threatened to disappear due to lack of financial resources.

Minister calls on residents for support for preservation of state heritage

Angolan minister of Territory Administration (MAT) Dionísio Manuel da Fonseca Tuesday asked the residents’ commissions of the municipality of Cuito, central Bié province, to support for the preservation of public assets, in favor of the well-being of the communities.

Speaking at the meeting he held with the Cuito residents’ commissions, as part of his visit to Bié, the official also highlighted the role of the residents’ commissions in the execution of public policies, mainly in the most pressing problems in the neighborhoods and communities.

Therefore, he asked these institutions to collaborate with government authorities in approving any projects aimed at citizens, taking into account the active participation of the commissions that the State needs.

In turn, the local governor, Pereira Alfredo, said that the local Government, despite registering good results from the actions and projects obtained, has the social sector as a priority, especially to improve the distribution of energy, water, construction of schools, health units and other areas.

Pereira Alfredo also pointed out to continue actions to improve access roads, assistance to peasants for agricultural promotion, among others, with a view to boosting the socio-economic development of Bié.

Parliament discusses Draft General Labour Law

Angola’s Parliament has discussed in specialty the issues related to the clarification of the Draft General Labour Act.

This was during a session that gathered members belonging to 1st, 5th and 10th Commissions of the National Assembly held Tuesday in Luanda.

In their debate, on the Draft Law, approved in general terms on April 24, the MPs focused mainly on the issues such as the beginning of the work provision, duration of the employment contract.

They also addressed matters on definitions, health checks, internships, increase in maternity leave, lactation rooms in companies, the preamble, terms that make domestic work more inclusive, among others.

Addressing the session, the Secretary of State for Labour and Social Security, Pedro José Filipe, said he had received more than 25 questions, whose contributions will serve to adjust some aspects of the bill.

He is of the view that the drafting of normative instruments has its own rules that are defined in Decree 25/17.

Startups told to seek innovation to provide goods and services to market

National director for the Economy and Business Development of the Ministry for the Economy and Planning (MEP) Nédio dos Santos Tuesday in Luanda urged startups to seek innovation and technology aimed to provide goods and services in the quantity and quality desired by the market.

Startups need to take into account that population growth will demand more goods and services that must be met, he said during the usual MEP briefing.

The recommendation was made at taking stock activity of the 2nd edition of the Angola Startup Summit 2023, held from 27 to 29 April, under the theme, “Innovation and technology as vectors for startups in Angola,”

He noted that the event brought together more than 150 exhibitors from eight provinces across the country and received around 5,000 visitors.

He added that after the Angola Startup Summit 2023, better performance of startups was expected, particularly those that won prizes and that were expected to benefit 10 million kwanzas each.

They will also benefit from a business plan and internationalisation of the startup.

According to the source, FACRA will work with the two winners, with the possibility of investing, depending on a set of indicators to be identified.

The head of Stratup “Bayka Pay”, Lino Muengue, explained that his technological solution makes it possible to organise and identify the parks, so that the driver can freely choose the area where he wants to park.

“The project has legs to move. We are waiting for the day to present the project to the Luanda Provincial Government and we can see its implementation in the city,” he said.

In the 2nd edition of Angola Startup Summit 2023 awards went to the categories “BCI Challenge” – focused on the solution for agribusiness and monitoring the startup until maturity, “MEP Challenge”, consisting of a solution for restaurants that allows access to the bar code, and the category “GPL Challenge”, fell to Stratup “Bayka Pay” – a solution for parking in the country’s capital.

Angola, Portugal draw up new framework of strategic priorities

Angolan minister of Foreign Affairs Tete António Tuesday spoke of the need for the Angolan and Portuguese governments to outline a new framework of strategic priorities to boost the strengthening of business and institutional relations.

Speaking at the 3rd Session of the Angolan-Portuguese Bilateral Intergovernmental Joint Commission, the minister said that it was necessary to expand the areas of cooperation, raise the level and institutional framework for the increase of Angolan investments in Portugal and vice versa.

He hoped that the working relationship between the parties will allow to set up concrete goals to be achieved, in line with the desired new dynamic of cooperation.

The Angolan top diplomat called for the need of the two countries to work towards strengthening bilateral and multilateral relations, whether in the political-diplomatic sphere or in the economic, financial and cultural sphere.

According to the minister, in this III Session of the Joint Intergovernmental Commission, the parties are called to work to identify new areas of cooperation of mutually advantageous interest.

Tete António said he was aware that the establishment of Agreements in specific domains would facilitate, in general, the multifaceted cooperation between Angola and Portugal.

The official, who considered the relations between the two countries to be excellent and promising, hoped that the objectives outlined in the different domains between the two governments would be converted into concrete and satisfactory results in favour of the two peoples and countries.

He recalled, on the other hand, that the Angolan Government is engaged in the search for solutions to regional and international problems, as well as in the resolution of conflicts in Africa and beyond.

Tete António recognised that African leaders have made efforts and taken courageous measures to promote the social and economic progress of their populations through investments in their institutions and human capital.

The Minister of Foreign Affairs of Portugal, João Gomes Cravinho, said that in the last five years, since 2018, 50 legal instruments have been signed, “which shows the intensity of the relationship between the two countries and others are negotiating”.

He stressed that the relationship between the two countries is very deep and promising, as it contains many possibilities for growth and innovation.

“We have interesting economic developments on both sides, so we are carefully following the framework of Angolan public finances and on our side we also have very positive news about the evolution of the Portuguese economy”, stressed the Portuguese diplomat.

António Costa in the country in June

João Gomes Cravinho considered that the framework is particularly conducive to preparing the visit of Prime Minister António Costa to Angola, scheduled for June this year.

He believes that the visit will mark a particularly significant moment in the relationship between the two countries. “A relationship that is fraternal and allows you to think of many new possibilities”.

On the other hand, the Portuguese top diplomat noted that the two countries are very united in the joint effort to contribute to peace and progress in a difficult international market due to difficulties and tensions in Africa and Europe.

“It is always extremely useful and opportune to listen to Angolan ideas and hear about Angolan contributions to appease conflicts that occur in this continent and naturally we are all affected (…)”, he expressed.

He said that it is precisely in this context of international tensions and difficulties “that it makes sense to bet on the safe values that are found precisely in our closest friendships. Hence we especially value this Joint Intergovernmental Commission and the visit of Prime Minister António Costa to Angola”.

Oil production grows to 278,052 barrels in March

Angola’s crude oil production reached 30.059 million barrels in March this year, an increase of 278.52 thousand barrels compared to February.

Despite the rise, the country did not achieved the rate of the production expected of 1.067 thousand barrels of oil per day (BOPD).

It obtained a daily average of 969.64 thousand (BOPD), below the February results.

Data released by the National Concessionaire, the National Oil, Gas and Biofuels Agency (ANPG), put at 29.78 million the oil production in February, a daily average of 1.063 million barrels of oil (BOPD) against 1.142 million expected.

In the first three months of 2023, Angola exported 86.92 million barrels of crude oil at an average price of USD 78, 711 for a total value of USD 6.92 billion.

OPEC basket price

The basket price of thirteen crude oil of the Organisation of the Petroleum Exporting Countries (OPEC), was at USD 78,40 per barrel last Thursday compared to USD 81,12 of Wednesday.

According to the calculations of the OPEC Secretariat published Friday that ANGOP had access to, the price dropped to 2.72 USD.

The OPEC Reference Crude Basket (ORB) is made up of Saharan Blend (Algeria), Sunflower (Angola), Djeno (Congo), Zafiro (Equatorial Guinea), Rabi Light (Gabon), Iran Heavy (Islamic Republic of Iran), as well as, Ax Basrah Medium (Iraq), Kuwait Export (Kuwait), Es Sider (Libya), Bonny Light (Nigeria), Arab Light (Saudi Arabia), Murban (UAE), and Merey (Venezuela).

Ministry of Education draws attention to teachers

Angolan minister of Education Luísa Grilo Tuesday said that valuing of human capital, with stress to the teachers, represents the Executive’s main challenge.

Luísa Grilo acknowledged this while speaking at the opening ceremony of the sector’s First Consultative Council held in municipality of Luau, eastern Moxico province.

The minister pledged the Executive commitment to continue working toward achieving and overcoming “the great challenges of the sector”, including that of appreciation of human capital, mainly the teachers.

In addition to this challenge, Luísa Grilo also spoke of tackling the problem of educational infrastructures to cater for the children outside the education system.

In her speech, she also spoke of the need to reduce the teacher-student ratio, “urgently” eliminate precarious classrooms and overcome the quality of learning.

She also said that the quality of teaching will be implemented in the review of the curriculum policy and other components, as well as due attention to the management model of the national assessment system and other domains.

As for the meeting, the minister said that she will analyse, among others, the causes and consequences of violence in public and private schools in the country, prevention and mitigation strategies, so that students find a peaceful, familiar and supportive environment at school, where the values of good and healthy coexistence are promoted.

Luísa Grilo said the event serves to promote a reflection on the paths of human resource management, in addition to reinforcing the Executive’s idea of continuing to train staff, so that the duties of primary education teaching staff are guaranteed by qualified teachers.

In turn, the governor of Moxico, Ernesto Muangala, asked the MED for more investment in the region, especially in the construction of technical schools in the interior unicipalities.

The two-day meeting will enable the more than 200 participants to address various issues, such as the national school calendar, expansion of the programme for pre-school and early childhood education, among other matters.

Over 77,000 former combatants renew registration process

More than 77,000 former combatants, including the war disabled, widows and family members, have been re-registered since the launch of the first phase of the process in 2019.

This was confirmed by the Secretary of State for Former Combatants and Veterans of the Motherland, Domingos André Tchicanha, who was speaking to the press after the opening ceremony on Tuesday in Luanda.

In the first phase held between 2019 and 2021, the sector planned to re-register 162,300 pensioners, he said.

Domingos André Tchicanha said due to the constraints caused by Covid-19 pandemic, only 77,519 members were re-registered, lacking only 84,781 former combatants.

Tchicanha said 5,000 pensioners in the province of Luanda will be re-registered in the coming 15 days booked for the third phase of the campaign.

He assured that payment was being made to the pensioners, regardless the condition of the updating of data, but warned that the adoption of data will be carried out after the conclusion of the process.

The Secretary of State added that the third phase is an opportunity given to those who had not been re-registered in the two previous phases for various reasons.

The process is for the individual data of pensioners to confirm their existence, to ensure better control and supervision of public spending.

In Luanda, nearly 25.000 pensioners are being assisted.
