Luanda: The implementation of public investment projects already under way in Hula Province is one of the priorities of the 2027 State Budget (OGE), the director of the local Office for Studies, Planning and Statistics, Ros¡ria Luanda, said on Thursday. Speaking at the Provincial Consultation Forum for the preparation of the 2027 State Budget, the official explained that budget programming should prioritise public investment projects already under implementation, particularly in sectors such as education, health and sanitation, social assistance, justice and human rights, and basic infrastructure.
According to Angola Press News Agency, the guidelines presented at the forum indicate that the measure is intended to ensure greater concentration of available resources on completing projects already included in the investment portfolio and to avoid the dispersion of funds across new initiatives. Ros¡ria Luanda noted that Hula Province has a portfolio of 63 public investment projects valued at 49 billion kwanzas, of which 60 are under local responsibility and three fall under central government responsibility.
The education sector accounts for 36 per cent of the project portfolio and represents the area with the largest share of planned initiatives in the province. Of the total number of projects, eight were completed this year, 12 are under implementation, four have been suspended and 39 have yet to begin. Overall physical execution of the portfolio is estimated at 30 per cent, while financial execution stands at approximately 16 per cent.
Among the projects currently under implementation, Ros¡ria Luanda highlighted the 24-classroom school in the Ferrovia neighbourhood of Lubango, the seven-classroom school in Calepe, Caluquembe Municipality, and the 12-classroom school in Cuvango. According to the GEPE director, the 12 projects under execution have achieved physical completion rates above 80 per cent, reinforcing the need to secure resources for their completion.
Among the suspended projects is the construction of a road in Cuvango Municipality, where works were affected by the closure of the contracted company. Procedures are under way to hire a new contractor. In Chicomba Municipality, she noted that road opening and earthworks also faced contractual constraints, although processes to resume the works have already been initiated.
She also referred to suspended administrative infrastructure projects under central government responsibility in Sepa and Cuvango municipalities, while efforts are under way to identify solutions to ensure the continuity of the projects. The event, which brings together representatives of political parties, associations, civil society, the business sector, religious organisations and other economic and social partners, will make it possible to gather contributions, concerns and proposals from different economic and social sectors. These inputs will be forwarded to the Ministry of Finance to support the definition of the province's priorities within the 2027 State Budget.
