Luanda:Angola is set to conduct a comprehensive study aimed at enhancing the competitiveness of its mining sector, with plans to revise the 15-year-old Mining Code. This initiative seeks to boost local mineral processing and attract serious investors, according to Mineral Resources Minister Diamantino Azevedo.
According to Angola Press News Agency, Azevedo, speaking at an event in Luanda marking the Mining Code's anniversary, emphasized the need for mineral processing to be based on realism, considering factors such as available energy, infrastructure, technology, and market access, rather than a uniform approach across all commodities.
The review will examine the country's legal and regulatory framework to determine necessary amendments, aiming to eliminate unnecessary bureaucracy and implement digital administrative tools. Azevedo highlighted the importance of maintaining legal certainty to protect established rights while equipping the state with tools to prevent speculation and safeguard mineral wealth.
Azevedo also noted that clear rules, well-founded decisions, and predictable deadlines are crucial for attracting serious investors. He assured that simplifying administrative procedures would not compromise standards or regulatory oversight.
The government plans to focus more on semi-industrial mining, increasing domestic operator participation, generating local employment, and enforcing strict technical, safety, and environmental standards throughout the mining project lifecycle.
