Luanda: The Secretary of State for Finance and Treasury, Ottoniel dos Santos, assured on Friday in Luanda the full payment of withdrawal orders relating to the 2025 fiscal year. Speaking during the 2nd Plenary Meeting of the 4th Legislative Session of the V Legislature, which approved the Balance Sheet Report on the Execution of the General State Budget (OGE) for the 4th quarter of 2025, he ruled out any pending issues in the execution of the withdrawal orders.
According to Angola Press News Agency, Ottoniel dos Santos responded to questions from deputies, stating that the withdrawal orders issued and registered in the system are within the 90-day timeframe. He explained that public debt management is currently done automatically, noting that budgetary units declare debts in the system and send them to the Ministry of Finance, which in turn forwards them to the General Inspectorate of State Administration (IGAE) for certification.
"Only after these procedures are completed is the payment schedule created, based on the available budgetary resources," he clarified. On that occasion, the Secretary of State reaffirmed the Government's continued commitment to economic diversification, so that the country is no longer solely dependent on oil.
He also referred to support for the private sector and incentives for foreign investment, for the growth of the Gross Domestic Product (GDP). According to the official, the Legal Regime for Collaborative Financing, approved by Parliament, constitutes yet another mechanism to leverage projects and promote economic growth.
The Balance Sheet Report on the Execution of the General State Budget (OGE) for the fourth quarter of 2025 was approved with 94 votes in favor, 63 against, and five abstentions.
