Luanda: The Donation Agreement signed between Angola and Japan, within the framework of the Terrestrial Digital Television Transmission Network Development Project, was approved on Friday by the National Assembly, with 160 votes in favor, for ratification. The initiative received the "green light" from parliamentarians in the 4th Legislative Session of the V Legislature.
According to Angola Press News Agency, the donation agreement, signed in August 2025 in Yokohama, Japan, falls within the existing bilateral relations of friendship and cooperation between the two States. The initiative is valued at approximately nine million dollars (1.5 billion yen) and aims to enhance technical and institutional capacity within Angola's telecommunications and media sectors.
The project is expected to strengthen transmission systems in the southern region, expand the Digital Terrestrial Television Transmission Network, modernize broadcasting, and optimize the use of the radio spectrum. Additionally, it will contribute to the development of the technological landscape in the telecommunications sector, ultimately improving public access to digital television services in Angola.
The implementation of the project includes provisions for tax and customs exemptions, which will have a direct impact on Angola's internal legal and tax systems. This aspect of the agreement highlights the need for the legislative competence of the National Assembly to address the exclusion of current tax rules.
