ARP passes Amending Finance Law 2023

The Assembly of People’s Representatives (ARP) adopted the Amending Finance Law 2023 at a plenary session on Tuesday with 133 votes in favour, 3 against and 3 abstentions, after passing amendments to articles 1, 2, 5, 6, 7, 10 and 11. The amending finance law 2023 foresees a budget deficit of TND 10,711 million for the whole year 2023, as budget revenues will amount to TND 45,360 million, while budget expenditures will be around TND 56,071 million. Budgetary resources will come mainly from tax revenues (TND 39,488 million), non-tax revenues TND 4,355 million) and grants (TND 1,537 million). According to the amending finance law 2023, external and internal borrowing will amount to TND 10,563 million and TND 11,368 million, respectively, and the amounts allocated to the repayment of the principal of the domestic and external debt will be in the order of TND 8,415 million and TN 6,355 million, respectively. The Amending finance law 2023 has revised the growth rate downward to 0.9%, compared to 1.8% estimated in the original law for that year, following the deterioration in agricultural yields due to drought and climate change.
