IMF Commends Angola’s Progress in Modernizing Public Finance Statistics

Luanda: The International Monetary Fund (IMF) acknowledges the progress made by Angola in modernizing its public finance statistics following the implementation of the Government Finance Statistics Manual (GFSM 2014).

According to Angola Press News Agency, this recognition is part of the 2025/2026 Assessment of Data Adequacy for Surveillance Purposes, which upgraded Angola's rating from 'C' to 'B.' The Ministry of Finance notes that this change reflects significant improvements in the quality, transparency, and international comparability of public finance data.

For the financial organization, adopting the GFSM 2014 marks a milestone in the reform of national fiscal statistics by introducing a methodology aligned with international best practices and based on accrual accounting. The Fund considers that Angola possesses adequate statistics for surveillance purposes, noting the implementation of the GFSM 2014 as a decisive step toward strengthening public finance management and aligning the country with international standards.

It adds that this advancement provides a more comprehensive view of public accounts, strengthens the monitoring of fiscal risks, and bolsters the credibility of information produced by the State. It also highlights the publication of the Government Operations Table based on the new methodological standard and the resumption of the Public Debt Bulletin's release, both of which contribute to consolidating the transparency and quality of Angola's fiscal statistics.

On the other hand, the IMF recommends the need to continue refining data coverage and consistency.
