Minister Highlights Water Governance as Key to Peace in Africa at Luanda Biennale

Luanda:The Minister of State and Chief of Staff of the Head of State, Dionísio Manuel da Fonseca, emphasized the importance of water governance as a strategic tool for conflict prevention, regional integration, and sustainable development across Africa. This statement was made during the opening of the fourth edition of the Pan-African Forum for the Culture of Peace, known as the Luanda Biennale.

According to Angola Press News Agency, Fonseca highlighted that peace is a shared objective for African nations, noting the significance of this year's forum theme, "Strengthening Water Governance in Africa as an Instrument for Conflict Prevention, Mediation and Resolution." He underscored the strategic importance of viewing water not only as a natural resource essential for life but also as a foundational element for human security, economic development, and peaceful coexistence.

The Minister warned about the potential for water scarcity and pollution to exacerbate social tensions and lead to disputes without proper management, sharing, and cooperation mechanisms. However, he also pointed out that trust and institutional cooperation could transform water into a unifying tool for regional integration and conflict prevention.

The Luanda Biennale aims to gather over a thousand participants, including 400 delegates from 62 countries, with the support of 80 partners and the presence of three heads of state. The event, promoted by the Angolan Government, the African Union (AU), and UNESCO, seeks to foster dialogue and build consensus on a culture of peace and non-violence in Africa.

Discussions at the biennale are expected to contribute to the promotion of "water diplomacy," sustainable management of river basins, and the establishment of mechanisms for conflict mediation and resolution. The meeting will conclude with the adoption of the Luanda Biennial 2026 Declaration and a final communiqué from the AU, UNESCO, and the Angolan government.
