Luanda: The Minister of State and Chief of Staff of the President of the Republic, Adão de Almeida, emphasized the necessity for a robust and proactive Court of Auditors in Angola to effectively exercise external control over public finances both presently and in the future. Almeida made these remarks during the opening of the 2nd Technical-Scientific Conference of the Court of Auditors in Luanda. According to Angola Press News Agency, the minister highlighted the importance of the Court of Auditors in ensuring that public resources are utilized properly to achieve good governance and the consolidation of a democratic state grounded in the rule of law. He emphasized the need to strengthen the institutional role of the Court by ensuring its independence and enhancing its resources and personnel to adapt to new dynamics. Adão de Almeida advocated for adopting new models of administrative action, such as utilizing Artificial Intelligence (AI), to improve information provision and effective external control, ad apting these models to the contextual needs. The minister noted that the credibility of institutions is contingent upon their adaptability and ability to implement necessary changes to meet community assessments. He also acknowledged the Court of Auditors' transformation over its 23-year history, emphasizing its continuous adaptation to meet emerging challenges. The ongoing two-day II Technical-Scientific Conference of the Court of Auditors features participation from notable figures, including the president of the African Organization of Courts of Auditors and Similar Institutions (AFROSAI-E), Meisie Nkau, and representatives from supreme audit institutions from various countries. The conference, themed 'Challenges for the external control of public finances: the role of supreme audit institutions in the future,' is tackling various topics. These include the importance of the jurisdictional function of courts of audit for achieving justice, new trends in external public finance control, and the role of civ il society in strengthening the oversight of public finances, among other subjects.
