Luanda: The Ministry of Transport (MINTRANS) on Wednesday hosted the First Methodological Workshop in Luanda for drafting a comprehensive National Maritime and Port Strategy. This strategy aims to align Angola's maritime governance model with international best practices.
According to Angola Press News Agency, the event was organized in collaboration with the Port of Antwerp-Bruges International (PoABI) and was attended by over 80 experts from ministerial departments, multilateral organizations, and the national port community. The workshop took place at the Luanda Port Academy in a hybrid format.
Project coordinator Lenine Narciso emphasized the importance of structured stakeholder consultation to ensure an integrated approach to the strategy's development. During the workshop, Avelino Chimbulo, leader of the technical diagnostic group, presented Angola's current standing in the global logistics performance index (LPI) and Container Port Performance Index (CPPI). He highlighted the need to enhance connectivity and reduce cargo turnover times to achieve the goals set forth in the Angola 2050 Vision.
The document also detailed discussions on four potential plans for configuring the National Port System. These plans range from maintaining the existing structure of main ports to developing specialized hubs integrated by rail, which would increase attractiveness for major international shipping lines.
One of the workshop's highlights was the presentation of a business plan for establishing the National Maritime, Port, and Logistics Academy. Technical group leader Domingos Albano Jones explained that the academy would collaborate with the National Maritime Agency (AMN) and offer international certifications through partnerships with institutions in Portugal and Brazil. Supported by the European Union delegation, the project envisions Angola as a regional center for maritime professional training.
Experts recommended adopting a hybrid governance model and creating an inter-ministerial working group to accelerate the academy's implementation. As per the MINTRANS schedule, the preliminary version of the National Maritime and Port Strategy is expected to be available for public consultation by the first half of 2026.
