Ministry of Transport to Restructure Urban Mobility in Angolan Capitals

Luanda: The Ministry of Transport will focus on restructuring urban mobility across major provincial capitals, with a particular emphasis on Luanda, over the next five years. This commitment was articulated by the Minister of Transport, Ricardo D'Abreu, during an interview with the virtual program "POD LUANDA," broadcast by the Provincial Committee of MPLA in Luanda. According to Angola Press News Agency, Minister D'Abreu outlined various ongoing programs and highlighted the primary challenges related to enhancing and investing in transport infrastructures and urban mobility. The Ministry has been collaborating with the Provincial Government of Luanda and other provincial governments to identify optimal solutions for urban mobility in rapidly growing Angolan capitals. The Minister recalled the approval of a National Master Plan for the Transport Sector in 2018, which provides a 20-year vision for the sector and the country's logistics, emphasizing the integration of infrastructures at national and regional levels. Large infrastructures, such as airports and railways, are to be enhanced to serve the national economy and facilitate regional and global integration. Minister D'Abreu acknowledged the unique urban challenges faced by Luanda, citing the city's significant and disorderly growth. He noted the multifaceted nature of urban mobility challenges, which require collaboration across various sectors, including sanitation, road infrastructure quality, traffic discipline, and operator inspection. He emphasized the need for collaboration among all partners and operators, including collective transport actors and taxi drivers' associations, to ensure efficient and successful urban mobility restructuring. The Ministry's commitment, in collaboration with provincial governments, is to create a sustainable mobility framework that significantly improves urban mobility in large cities, particularly Luanda. The Minister highlighted that investment is not only being directed at infrastructure and transport means but als o at the operating model of urban public transport and mobility. The Ministry will continue integrating transport and logistics infrastructures to benefit the economy and support diversification efforts, particularly in agribusiness. The National Master Plan for Transport and Road Infrastructure outlines short, medium, and long-term actions for road, air, maritime, and rail development, with provisions for review every five years and private sector participation.
