National Assembly Speaker Urges Excellence-Based Operational Standards

Luanda: Angola's National Assembly Speaker Ado de Almeida advocated on Tuesday in Luanda for the adoption of an institutional operational standard grounded in excellence, aiming to foster a culture of mutual trust and loyalty among the staff of the "House of Laws."

According to Angola Press News Agency, the Speaker made these remarks at the opening of a seminar on "Public Procurement" aimed at the National Assembly's administrative officials. He highlighted the importance of observing principles of integrity and efficiency to promote good governance. He also addressed the potential conflict between personal gains and institutional benefits, emphasizing that prioritizing personal interests could undermine institutional objectives.

The Speaker stressed the National Assembly's dual role in overseeing the Executive branch's actions and acting as an agent subject to specific rules. He noted that this dual function requires adherence to high standards of conduct to maintain the institution's integrity and effectiveness.

Regarding the seminar, conducted by the National Public Procurement Service (SNCP), the Speaker expressed hope that it would help consolidate an institutional culture and optimize resource utilization within the National Assembly. Organized by the Parliamentary Academy, the seminar, themed "Public Procurement: Strengthening Integrity, Promoting Efficiency, and Ensuring Good Governance," aimed to align decision-making processes with principles of good governance.
