CPLP: MOBILITY AGREEMENT COVERS VISA, RESIDENCE AUTHORISATION

Luanda – Agreement on Mobility in the Community of Portuguese-speaking Countries (CPLP), signed Saturday in Luanda, provides for the Member States citizens to apply for a visa and residence permit.

The Accord was signed by the ministers of Foreign Affairs of the CPLP Member States, during a ceremony attended by the Heads of State and Government and their representatives.

The document states that the “CPLP residence visa” and the “CPLP residence permit” can be granted to all nationals from the nine member states, holders of diplomatic, official, special and service passports, as well as ordinary ones.

Under the terms of the Agreement, the CPLP residence visa is an administrative authorisation, granted to the citizen from one country to gain access to another country, aimed to request and obtaining a CPLP residence permit.

The modality is defined as an “administrative authorisation granted to the citizen of a party that allows him to take up residence in the territory of the issuing party”.

When applying for these types of visas, the document adds, the applicant must not have in his person measures prohibiting entry by the State where he wishes to reside, as well as signs of threat to order, security or public health of the host party.

In the case of ordinary passports, and with a view to facilitating increased mobility and its adjustment to the internal realities of each country, the Mobility Agreement allows additional partnership instruments to divide applicants into groups, depending on their activity or situation in which they find themselves.

These groups are defined as lecturers from higher and non-higher education institutions, researchers of recognised centers of expertise; and highly qualified technicians, entrepreneurs, cultural agents.

This category includes artists, sportsmen and the media, writers, musicians, promoters and organisers of cultural and sport events, as well as students.

CPLP Mobility covers the modalities of “CPLP short-term stay”, “CPLP temporary stay”, “CPLP residence visa” “CPLP residence” .

One of the articles of the Agreement establishes that “short stays do not depend on prior administrative authorisation and are intended for all citizens of the parties holding ordinary or ordinary passports and holders of diplomatic, official, special and service passports”.

In the case of temporary stay, the legal instrument defines that its attribution depends on prior administrative authorization granted by the host party, in the form of a temporary stay visa, for a period not exceeding 12 months and is intended for holders of ordinary passports.

The CPLP residence permit has an initial duration of one year, renewable for successive periods of two years, without prejudice to renewals for a longer period, provided that the legislation of each country allows it.

The application for a residence permit is requested within a maximum period of 90 days counting from the first entry of the holder of a residence visa and it is decided within 60 days, counting from the date of submission of the application.

For Mozambique signed Amade Miquidade, minister of the Interior, Augusto Santos Silva, minister of State and Foreign Affairs of Portugal, São Tomé and Príncipe, Edite Ramos da Costa Ten Jua of Foreign Affairs, Cooperation and Communities, and for East Timor, Adaljiza Albertina Xavier Reis Magno, minister of Foreign Affairs and Cooperation.

Attended the ceremony the Presidents of Angola João Lourenço, Cabo Verde Jorge Carlos Fonseca, Guinea-Bissau Umaro Sissoco Embaló, São Tomé and Príncipe Evaristo de Carvalho, Portugal Marcelo Rebelo de Sousa, Namibia Hage Geingob, and Vice President of Brazil Hamilton Mourão.

The ceremony was also attended by representatives of the Heads of State of Mozambique, East Timor and Equatorial Guinea.

Also witnessed the ceremony, Prime Ministers of Portugal, Guinea-Bissau, Cabo Verde and São Tomé and Principe as well as representatives of the United Nations and the Organisation of African, Caribbean and Pacific States (OACPS).

CABO VERDE PRESIDENT STRESSES DIPLOMATIC COORDINATION

Luanda – President of the Republic of Cabo Verde Jorge Carlos de Almeida Fonseca praised the political and diplomatic coordination in improving the assertion of CPLP countries in the international arena.

Jorge Carlos da Fonseca was speaking at the opening of the 13th Conference of Heads of State and Government of the Community of Portuguese Speaking Countries (CPLP) on Saturday in Luanda.

Among the actions that deserves consultation, Jorge Carlos da Fonseca highlighted access to the key international positions, with a high impact on the destinies of peoples and the world, through consensual candidacies, with mutual benefits.

Taking stock of three-years of community’s presidency by his country, the President of Cabo Verde said that relations among member states and among organisations have intensified.

He said that the ties brought closer people and institutions, in the search for common solutions, in the most varied domains.

He praised the political and technical consultation between different countries, as part of mutual assistance, which improves development opportunities and strengthens friendship relations between the peoples and countries of the community.

The Conference takes place under the motto “Building and strengthening a common and sustainable future”, with Angola taking over the presidency of the organisation for the next two years (2021-2023).

In addition to the Presidents of Angola and Cabo Verde, the conference gathers Heads of State of Guinea-Bissau, Umaro Sissoco Embaló, São Tomé and Príncipe, Evaristo de Carvalho, Portugal, Marcelo Rebelo de Sousa and the Vice President of Brazil, Hamilton Mourão.

Mozambique, East Timor and Equatorial Guinea are represented by the prime minister, Carlos Agostinho do Rosário, deputy prime minister, and foreign minister, respectively.

Also attending the event the President of Namibia Hage Geingob, on behalf of the CPLP Associate Observers, the Special Representative of the United Nations François Lounecény Fall, and the Secretary General of the Organization of African, Caribbean and Pacific States (OACPS), the Angolan ambassador Georges Rebelo Chikoti.

CPLP comprises Angola, Brazil, Cabo Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, São Tomé and Príncipe and East Timor.

CPLP WITH NEW ASSOCIATE OBSERVERS

Luanda – The United States of America (USA), Canada, India, Qatar, Côte d’Ivoire, Spain and the G7+ are, as of Saturday, associated observers of the Community of Portuguese-speaking Countries (CPLP).

The 13th Conference of Heads of State and Government of the CPLP also approved the accession, as observers, of Ireland, Peru, Greece, Romania, the Ibero-American Conference and the European Public Law Organization.

According to the Resolution on the Granting of the Associated Observer Category, which came out of the Conference, the new observers must share the principles and objectives of the community, in a partnership established on the basis of political-diplomatic concertation, in the various areas of cooperation and in the promotion and dissemination of the Portuguese language.

In the category of consultative observer, the Association of Teachers of Portuguese in Galicia, ProCult – Angolan Organisation for Incentives to Private Investment in the Cultural Sector, the Association of Pharmacists of Portuguese Speaking Countries (AFPLP), the Federation of Portuguese-speaking Lawyers (FALP) and the City of Lisbon Foundation were approved.

As goodwill ambassadors of the CPLP, with a four-year mandate, renewable for an equal period, Leonardo Santos Simão was nominated for political and diplomatic concertation, Filipe Silvino de Pina Zau for the Portuguese language, and Nelson Évora and Patrícia Mamona for youth, sport and gender equality.

The CPLP is an organisation formed by Portuguese-speaking countries, whose objective is the deepening of mutual friendship and cooperation between its members.

Founded on 17 July 1996, in Lisbon (Portugal), the CPLP is made up of nine states, namely Angola, Brazil, Mozambique, Cape Verde, Sao Tome and Principe, Equatorial Guinea, East Timor, Guinea Bissau and Portugal, the country that hosts the organisation’s headquarters.

PRESIDENT INVITES CPLP COUNTRIES TO ATTEND LUANDA BIENNIAL

Luanda – The President of the Republic, João Lourenço, on Saturday invited the member states of the Community of Portuguese-speaking Countries (CPLP) to participate in the 2nd edition of the Pan-African Forum for the Culture of Peace – Biennial of Luanda.

The invitation to the event, to be held from 4 to 8 October, in partnership with UNESCO and the African Union, was made at the close of the 13th Conference of Heads of State and Government of CPLP.

The Luanda Peace Biennial will mark the 40th anniversary of the International Day of Peace.

João Lourenço noted that the CPLP’s activity was not restricted to economic issues and recognised that the organisation had taken significant steps in other areas of cooperation, particularly in the promotion of the Portuguese language, in political concert and on the cultural front.

The Acting President of the CPLP considered mobility decisive, for a greater rapprochement between the peoples of the organization, with a view to economic cooperation, the enrichment of the Portuguese language and for a greater cultural and touristic exchange.

In his intervention, the Angolan statesman expressed the solidarity of the member states with the people of Mozambique, for the suffering caused by the actions of terrorism, which seriously affected the province of Cabo Delgado.

Teen Chosen to Fly Into Space With Bezos

Oliver Daemen, 18, received exciting news Thursday from the Blue Origin flight team: He will be flying into space on July 20.

Daemen, who will attend Utrecht University in the Netherlands this fall, will be the youngest person to reach space when he departs on Blue Origin’s New Shepard flight. A press release from his family said that Daemen has “been dreaming about this all [his] life.”

Blue Origin announced Thursday that an originally scheduled passenger would be unable to take the flight to the edge of space because of scheduling conflicts. The anonymous winner of the company’s public auction spent $28 million for the seat next to Bezos. Until then, Daemen was scheduled to travel on Blue Origin’s second flight after unsuccessfully bidding on the auction.

Daemen’s father, Joes Daemen, is the CEO of an investment firm in the Netherlands, and Blue Origin declined to disclose what he paid for the flight. The person who purchased the $28 million ticket remains anonymous.

Donations to nonprofits

The company stated that $19 million of the auction’s proceeds would be donated to 19 space-specific nonprofit organizations, each receiving $1 million. The chosen associations include AstraFemina, a group of women in science and technology dedicated to providing young girls with role models, and the Brook Owens Fellowship, a mentorship program for undergraduate female students interested in space exploration.

Also making history is Mary Wallace “Wally” Funk, 82, who will become the oldest person to fly into space. Bezos announced on Instagram that Funk would be an “honored guest” for the first Blue Origin flight.

Funk participated in the privately funded Mercury 13 program in 1961 that trained women to go to space. The 13 women received the same preparation as NASA astronauts but were ultimately refused employment because of their gender. Funk was the youngest to graduate from the course and reportedly was told that she “completed the work faster than any of the guys.”

The three passengers will be joined by Bezos’ brother, Mark, on Blue Origin’s inaugural flight.

APEC Leaders Vow to Accelerate Access to COVID Vaccines

WASHINGTON – World leaders said in a statement issued after a virtual meeting of the Asia-Pacific trade group APEC that extensive COVID-19 immunization is a global public good and accelerating access to vaccines is essential to overcoming the health emergency.

In a statement posted Friday on the APEC website after a virtual meeting hosted by New Zealand, the leaders of the 21-member group vowed to redouble efforts to expand vaccine manufacture and supply and said they would continue to support economies for as long as necessary.

U.S. President Joe Biden, Russia’s Vladimir Putin, China’s Xi Jinping and other world leaders took part in the meeting seeking collective actions to navigate the COVID-19 pandemic and its economic impacts.

ANGOLA SUGGESTS CONCERTED ACTIONS IN CPLP

Luanda – Angolan Foreign Minister, Téte António, said Friday that concerted political actions by the Member States of the Community of Portuguese-speaking Countries (CPLP) were necessary to tackle the negative effects of Covid-19.

Speaking at the opening of the 26th Ordinary Meeting of the CPLP Council of Ministers, Téte António said that the actions should also be inclusive, with technical and financial support to the poorest and most vulnerable countries.

The head of Angolan diplomacy considered the effects of the pandemic to be “disastrous” for the organisation’s member countries, with the loss of human lives, the rise in unemployment and poverty.

In the minister’s opinion, the difficulties imposed by the pandemic should be seen as a real opportunity for cooperation between member states, for the benefit of economic and social development.

At the meeting in which Angola takes over the presidency of the Council of Ministers of the CPLP, Téte António addressed a word of appreciation to the associated observers of the community, so that government plans with identical objectives to those of the CPLP are pursued.

He underlined the work done by Cape Verde’s Minister of Foreign Affairs, Communities and Regional Integration, Rui Alberto de Figueiredo Soares, at the head of the Community’s Council of Ministers since 2018.

ANGOLA AND PORTUGAL SIGN VISA FACILITATION AGREEMENT

Luanda – Angola and Portugal Friday in Luanda signed a Protocol to Facilitate National Visas and an Agreement on Reciprocal Protection of Investments.

The signatories on the Angolan side were Foreign Minister, Téte António, and his Portuguese counterpart, Augusto Santos Silva.

On the occasion, the head of Angolan diplomacy also witnessed the signing of a partnership agreement between the Ministry of Education and the Portuguese Institute of Cooperation and Language, called “Saber Mais”.

Speaking to the press, Téte António said that the protocol will make “life easier” for people who intend to travel for health, work and study reasons, for a short duration.

Considering that the same happens, precisely, at a time when the two countries are discussing the increase of the economic and social cooperation.

Regarding the agreement signed in the area of education, he said that this will provide young people with quality knowledge, so that they may face life in a more efficient way.

Augusto Santos Silva highlighted the fact that the protocol signed is related to procedures that allow the reduction of the necessary documents and, consequently, the facilitation in obtaining short term visas.

He explained that, in this specific case, the European Union legislation prevails and the agreement was authorised by the European Commission.

CAPE VERDE SEEKS PARTNERSHIP WITH ANGOLA IN AIR TRANSPORT

Luanda – The President of Cabo Verde, Carlos Fonseca, this Friday in Luanda, expressed his country’s intention to create a “solid” partnership with Angola in the air transport sector.

Carlos Fonseca, who is in the Angolan capital to take part in the 13th Conference of Heads of State and Government of the Community of Portuguese-speaking Countries (CPLP), was speaking to the press at the end of a meeting with the speaker o the National Assembly, Fernando da Piedade Dias dos Santos.

“We spoke about cooperation relations between Angola and Cape Verde and the prospects in several areas, particularly air transport,” he said, noting that the partnership in this area benefited both countries, mainly the business sector.

In his turn, the leader of the Angolan parliament noted the importance of cooperation between the two states.

In June of this year, after an audience with Angolan President, João Lourenço, on Sal Island, Cape Verdean Prime Minister, Ulisses Correia e Silva, said that Angola and Cape Verde intended to resume economic cooperation, affected by the Covid-19 pandemic, particularly in air and sea transport.

OVER KZ 528 BILLION LOAN FOR REAL ECONOMY

Luanda – Credit granted to the real economy, by commercial banks, is now in the order of 528.83 billion kwanzas (equivalent to USD 818.62 million), since the National Bank of Angola’s (BNA) Notice 10/20 came into effect.

In June of this year, a total of 17 new loans were disbursed to the real sector of the economy, totalling 247 loans granted, of which 181 with effective disbursements.

The note from the National Bank of Angola, to which Angop had access, noted that the amount disbursed by commercial banks, until June, totalled Kz 295.98 billion, representing a rise of 21.43 billion kwanzas (7.8 percent), versus May of the same year.

The beneficiaries of the loans disbursed are large companies with 62.25% (184.10 billion Kwanzas), followed by medium sized companies with 35.54% (105.11 billion Kwanzas) and small and micro companies with 2.02% (5.98 billion Kwanzas) and 0.18% (535.74 billion Kwanzas), respectively.
