Political Experts Call for Enhanced Security for Special Prosecutor

Accra: Experts on Ghana's political dispensation have agreed on the need for improved security measures for Mr Kissi Agyebeng, the Special Prosecutor, and his staff to enable them to fight corruption without fear. This follows a speech delivered by the Special Prosecutor at the Constitution Day Lecture in Accra, where he expressed concerns over the security threats he and his staff faced, revealing the personal risks associated with his role.

According to Ghana News Agency, Mr Agyebeng described his security risk as "ultra high," emphasizing the constant vigilance required to protect himself and his operational officers from potential attacks. He highlighted the thankless nature of the job and the numerous enemies it attracts due to the confrontational nature of fighting corruption.

Mr Kofi Bentil, Senior Vice President and Policy Analyst at IMANI Africa, during a panel discussion on an Accra-based television station, reinforced the need for greater support and protection for the Office of the Special Prosecutor (OSP). He stressed that the risks associated with the OSP's mandate demand comprehensive measures, including a corrupt practices act to clearly define and address corruption-related offenses.

Bentil advocated for stringent laws to clearly outline what constitutes corruption and the corresponding punishments. He acknowledged the challenges faced by the OSP and described Mr Agyebeng as "a resilient individual who is well-suited for the job." Bentil also suggested increasing the independence of the OSP by handling all prosecutions within the Office rather than the Attorney General's Department to minimize political interference.

Dr Thomas Anaba, National Democratic Congress MP of Garu, expressed skepticism about the leadership's genuine commitment to fighting corruption, criticizing anti-corruption agencies as mere facades. He highlighted the significant financial losses Ghana suffers due to corruption and pointed out the limited resources available to the OSP to combat well-connected corrupt individuals.

Dr Tiah Abdul-Kabiru Mahama, New Patriotic Party MP of Walewale, acknowledged the structural limitations of the OSP within Ghana's democratic framework. He noted the challenges Mr Agyebeng faces, given the need to litigate the rights of individuals, regardless of their criminal intent. Mahama emphasized that a threat to the Special Prosecutor's life is a threat to Ghana's sustainability and political development.

Panelists concluded by emphasizing the need for stronger legislation, increased security for the Special Prosecutor, and sustained public commitment to combating corruption in Ghana.
