Luanda – Angolan head of State João Lourenço has authorised the commercial exploitation of ANGOSAT-2, on the eve of the inauguration of the Satellite Mission and Control Center located in Funda, Luanda province.
The authorisation comes in the light of Presidential Decree n.º 11/23, of January 23, while the process of creating the conditions for assigning its management and operation to an entity is underway.
The document justifies the need to start the process of commercial exploitation and guarantee the services for which it was designed, in its useful life, for the benefit of the national economy and the technological development of the country and the region.
Also stresses the need to safeguard a secure award from the point of view of socio-economic enhancement, technological sovereignty, defence and national security in the operation of ANGOSAT-2.
The largest portion of revenue from the commercial operation of the Angolan ANGOSAT-2 satellite will go to the National Space Programme Management Office.
After this step, the process of creating the conditions for awarding the management and commercial operation of ANGOSAT-2 will be completed, which will fall to the National Space Programme Management Office.
The “carte blanche” for the commercial exploitation of ANGOSAT-2 is valid as long as the process of creating the conditions for the allocation of management and exploitation to a public entity whose income goes to the Bureau takes place.
National Treasury’s Space Programme Management will take 50%, the National Treasury 40% and the Communications Workers’ Social Support Fund 10%.
The decree indicates that the ANGOSAT-2 has been successfully launched and is in its orbital position, sending signals of its full operation to the control station, which represents a milestone for the Angolan space programme.
The infrastructure is a fundamental element to achieve the objectives of the country’s development programme within the framework of communications, earth observation, positioning, navigation, land and maritime traffic, research, digital inclusion, migration and crime control, precision agriculture and the fight against natural disasters, especially in rural areas
The Minister of Telecommunications, Information Technologies and Social Communication is delegated, with the option of subdelegation, to perform all acts necessary for the management and commercial operation of ANGOSAT-2, on a transitional basis, subject to all legislative and regulatory provisions of the Telecommunications sector.
