Dominica uplifting education sector, three new primary schools commissioned

Roseau, May 17, 2022 (GLOBE NEWSWIRE) — The government of Dominica commissioned three primary schools over the weekend. The Morne Jaune Primary School, Stevens Primary School, and Wills Strathmore Stevens Primary were reopened and now possess modern education technology, climate-resilient infrastructure, and an advanced learning environment.

The reconstruction and rehabilitation of these schools are done as part of the government’s Climate Resilience and Restoration Project. The schools now have classroom blocks equipped with modern learning techniques, including an auditorium, computer lab, library, kitchen, cafeteria, guidance & counselling room, and washroom facilities.

The government of Dominica is paying keen attention to developing a climate-resilient infrastructure as it works towards becoming the “world’s first climate-resilient nation”. The government vowed to create resilient school infrastructure following Hurricane Maria in 2017. The natural disaster destroyed around 90 percent of the country’s infrastructure, devastating livelihoods.

The projects have been completed with assistance from the government of Canada through the Caribbean Development Bank (CDB) as part of the Dominica Climate Resilience and Restoration Project.

Prime Minister of Dominica, Dr. Roosevelt Skerrit stated that the government continues to invest in the education sector as students are the country’s future.

Octavia Alfred- Dominica’s Minister of Education, Human Resource, Planning, Vocational Training, and National Excellence, stated that these newly structured schools represent new opportunities for students. She referred to the government’s efforts to transform the education sector as a “new philosophy of schooling”.

Besides this, the prestigious Dominica Grammar School is also undergoing a facelift, and the renovation is expected to be complete by 2024. Established in 1893, one of the oldest educational establishments on the island.

Dominica’s government continues to prioritise education, which has attracted foreign investors wanting to invest in their own and their children’s futures.

However, the government of Dominica has also been focusing on keeping the beauty of the Caribbean country intact under the Dominica Climate Resilience and Restoration Project. The country is moving on the roadmap to becoming the world’s first-ever climate-resilient country at a perfect pace.

The projects carried out by the nation have been constructed by keeping the environment in mind.

The government of Dominica has been working to build a climate-resilient country since 2018 after the country was hit by a category 5 hurricane – Hurricane Maria. The Caribbean country commenced its recovery journey by establishing the National Resilience Development Strategy 2030. The main objective of the strategy is to examine the overall policy framework of the government. It also underscores 43 resilience goals.

Later, the government formed Climate Resilience and Recovery Plan (CRRP). It was developed under the leadership of the Climate Resilience Execution Agency for Dominica (CREAD), a mandate under the Climate Resilience Act 2018.

The government of Dominica has planned to achieve the Climate Resilience Targets by 2030.

The Caribbean country has been witnessing many projects focusing on climate resilience. These projects include – the construction of a geothermal power plant and an International Airport, as well as the rehabilitation of houses and schools. Dominica’s government continues to prioritise education, which has attracted foreign investors wanting to invest in their own and their children’s futures.

The majority of the projects are either fully or partially funded by the Citizenship by Investment Programme (CBI).

The CBI Programme of Dominica was established in 1993 and is known as one of the fastest, longest-running CBI programmes worldwide. Interested investors can apply for the alternative citizenship of Dominica by making a financial contribution to a government-authorised fund and real estate.

The investment can be made by donating towards development projects in both private as well as public sectors, or the investor may also invest in government-approved real estate.

  • Economic Diversity Fund (EDF) – An individual can invest in the development of the country through the EDF. The funds generated through this medium are utilised in constructing schools, hospitals, and homes and uplifting the sectors like tourism as well as agriculture.
  • Real Estate Investment – The investor may also apply for the alternative citizenship of Dominica by investing in government-approved real estate – hotels, spas, and villas.

The Citizenship by Investment Programme of Dominica has been ranked as the world’s fastest, most secure, and transparent by the Financial Times’ Professional Wealth Management magazine in the CBI Index.

The CBI Programme of Dominica bagged a perfect score for the due-diligence background checks. The procedure is strict, multi-layered, and robust to make sure that the citizenship is attained by the reputed as well as honest investor.

Quanten consortium invests over USD 3 billion in Soyo refinery

Luanda – At least USD 3.5 billion is the amount to be invested by the Quanten consortium for the project to build the Soyo refinery in Zaire province, which will take three and a half years to build.

The information was confirmed Tuesday in Luanda by the chairman of the board of the Quanten consortium, Segun Thomas, at the end of an audience granted to him by the Angolan Head of State, João Lourenço.

Speaking to the press, Segun Thomas said that the Soyo refinery, with capacity to refine 250,000 barrels of oil per day, would create 3,000 direct jobs for Angolans, in a first phase.

As well as refining gasoline, the factory, which laid the first stone for construction last Friday, will also refine ultra-low and jet fuel. At the time, Segun Thomas noted the support provided by the authorities for the start of construction of the refinery.

The Quanten consortium is a company that won, in 2021, the international public tender for private investment to build and operate the Soyo refinery, in Zaire province.

The consortium is made up of four companies, three of which are US (Quarten LLC, TGT INC and Aurum & Sharp LLC) and one Angolan (ATIS Nebest).

The refinery, which will be built in an area of 712 hectares to the southwest of Soyo, will have, amongst other structures, units for processing and supplying crude oil, transport and a dock capable of mooring two oil tankers with capacity for up to 100,000 tons of crude oil.

The construction work also includes building a residential area for 1,000 employees, a production and treatment plant for drinking water and wastewater, a landfill for waste and a power plant.

Sonangol’s human capacity, technical infrastructure under-exploited

Luanda – The Minister for Mineral Resources, Oil and Gas, Diamantino Azevedo, said Tuesday that Sonangol had human resources and technical facilities that were little used, which could be further exploited and shared with other African countries.

As an example of the under-used or even badly used capacity that exists in Angola, Diamantino Azevedo pointed to Sonangol’s Higher Technical Institute, which is considered to be “very well equipped”, with the profile of some universities in Europe and America.

Diamantino Azevedo made this statement at the end of the Round Table on Local African Content: Review of Policies and Progress in the Implementation of Local African Content, held as part of the 8th Congress of the African Petroleum Producers Organisation (APPO), which is being held from 16 to 19 of this month, in Luanda.

According to Diamantino Azevedo, who is also chairman of the APPO, a large part of the laboratories with modern equipment that is rarely used is installed at the Sonils base (Luanda).

Sonangol also owns several ships for transporting gas and crude oil, including two state-of-the-art drill ships that are in operation, but under contract, without specifying the company.

“The guidance given to Sonangol is that when the contract ends it should have the capacity to manage that equipment,” he stressed.

Another example shared was Sonangol’s well-structured Research and Development Centre, whose aim will be extended to minerals, such as for electric cars, renewable energy, among other initiatives.

He added that Angola has great capacity in the metal-mechanics sector, particularly Somanet, which is operating in Lobito province, in Benguela.

On the use of the most varied means produced in the province, he pointed to the oil platforms being assembled at the Chevron pavilion, in Cabinda province, which are completely “Made in Angola.

Military Mobilized to Stock North Korea’s Pharmacies in Anti-Epidemic Effort

North Korea has mobilized its military to help stop the spread of COVID-19, state media said, as nearly 270,000 more people came down with fever in a single day.

Six people had died, state media added, bringing the official death toll to 56. Over 1,483,060 have become sick since monitoring began in late April, accounting for 5.7% of North Korea’s population.

Experts believe the actual impact of the suspected omicron variant transmission is substantially higher than the figures suggest. The isolated country has limited testing capability and has kept its borders shuttered since early 2020. It was unclear how many of the newly sickened had COVID-19.

‘Patriotic struggle’

One day after leader Kim Jong Un had chastised his officials for their “irresponsible executing ability” in stocking the state’s pharmacies of medicines, the state-run Korean Central News Agency, or KCNA, on Tuesday reported nationwide action in preparation for the struggle ahead.

Showing men in military fatigues, black masks and red cross armbands, KCNA reported that soldiers pledged their allegiance to “defuse the public health crisis prevailing over the capital city of Pyongyang.”

They declared the work of transporting and supplying medicines was more than practical work; it was “notable patriotic work for conveying the warm sincerity of the respected Comrade Kim Jong Un to the people,” and that they would “surely emerge victorious in the anti-epidemic campaign.”

High-ranking officials of the politburo inspected pharmacies in multiple districts, as factories boosted their production of needed medicines and medical supplies, KCNA said. Some 11,000 medical teachers, students and officials canvassed the country on Monday in search of “fevered persons” to treat.

On hold

Even as North Korea reports high infection figures, it has yet to respond to South Korea’s offer to help.

Seoul’s unification ministry, in charge of inter-Korean affairs, on Monday had sent an invitation proposing working-level talks on how the South can assist in the North’s anti-epidemic efforts.

The message, signed by South Korea’s new Unification Minister Kwon Young-se, said Seoul stood ready to help with testing kits, medication, masks and vaccines, urging Pyongyang’s fast response to limit the damage done by the disease.

The omicron variant had driven up South Korea’s COVID-19 levels to a peak of more than 600,000 daily cases in mid-March, a spike from which the country says it is now making a “smooth landing,” as it removes the last of quarantine restrictions.
