The 2022 Albert B. Sabin Gold Medal was awarded to vaccine research leader Kathrin U. Jansen, PhD, and the Rising Star to immunologist Kizzmekia Corbett, PhD.

The Gold Medal, now in its 29th year, is Sabin’s highest scientific honor, given annually to a distinguished member of the global health community who has made exceptional contributions to vaccinology or a complementary field. Dr. Jansen was selected for her nearly three decades of commitment to advancing vaccine research and development (R&D) for a range of challenging diseases from COVID-19 to HPV and pneumonia, all of which afflict adults and children in low-and middle-income countries with already fragile health care systems.

This past August, Dr. Jansen retired as the senior vice president and head of vaccine research and development at Pfizer Inc. There, Dr. Jansen led global vaccines R&D with responsibilities ranging from discovery to post-marketing commitments. In collaboration with BioNTech, Dr. Jansen spearheaded the development of a COVID-19 vaccine that would become the first FDA and WHO-authorized COVID-19 vaccine and is the first-ever approved vaccine to use an mRNA platform.

State Budget for 2023 with 1.5 billion kwanzas for education sector

Luanda – The Education sector will get Akz 1.5 billion from the Draft State Budget (OGE) for 2023, which has revenues estimated at 20.104 billion kwanzas, said Thursday in Luanda, the minister of Finance, Vera Daves de Sousa.

The minister, who was speaking at the end of the Cabinet Council meeting, led by the President of the Republic, João Lourenço, highlighted that the Draft Budget foresees 1.3 billion kwanzas for the health sector.

She said that the social sector, with particular emphasis on Education and Health, will deserve more attention from the 2023 Budget.

Vera Daves de Sousa said that in general the social sector comprises all the ministries, provincial governments and municipal administrations which have expenditure classified as social.

The finance minister added that economic matters will have an increase of 46.4%, looking at the expenditure functions and compared with the 2022 State Budget.

The forecast points to an increase of the Gross Domestic Product (GDP) at 3,3%.

The ordinary session of the Cabinet Council meeting also analyzed documents linked to the oil field, the draft law on Non-governmental organization (NGO) and the project for 2023-2025 National Plan for the Promotion and Development of Livestock (Planapecuária).

According to the final communiqué of the session led by the President of the Republic, João Lourenço, the Draft Budget for 2023 estimates a benchmark price of USD 75 per barrel of oil and an average oil production of 1.18 million barrels.

The final communiqué advances that the OGE foresees an inflation rate of 11,1% and real Gross Domestic Product (GDP) growth of 3,3%, as compared to the 2.7 percent growth projected for 2022.

The 2023 Draft Budget has already entered the National Assembly (parliament) for analysis and approval by the MPs.

Mumba Farm with 100 tons of beef for market

Cuvango -Hundred tons of beef should be placed on the market by the end of this year by the Mumba cattle ranch, in Cubango River, Cuvango munucipality, southern Huila province.

The project, whose investment is estimated at USD 60 million, started being implemented in 2015.

Mumba Farm intends to assume itself as a major player in the breeding of improved beef cattle and make the country self-sufficient in terms of animal protein, the Farm’s CEO Nuno Paulo has told ANGOP.

He said the farm slaughters 60 cattle per week and until October it had placed on the market nearly 400 tons of meat in the markets of Huíla, Luanda, Benguela, Huambo, Cabinda, Lunda Norte and Lunda Sul, registering an increase of 25 percent/year.

Nuno Paulo said that the enterprise has 6,000 animals, predicting that this number may grow to more than 120,000 for the ten years to come.

The projection based on investment in a reproduction programme by artificial insemination that will start in 2023, with the help by Brazilian partners.

Inflation rate below 16% in 2022 – BNA governor

Luanda – The governor of the National Bank of Angola (BNA) José de Lima Massano Thursday predicted an Inflation rate below 16 percent this year.

The governor said so at the opening of the “II Forum Banking and Insurance”, promoted by AJECO – Association of Economic Journalists, underlining that “it is already certain that we will end the year 2022 with an inflation rate below 16%.

He justified that, taking into account this inflation rate, the maintenance of the course of greater price stability in the national economy is expected for 2023 ”.

According to the manager, at that time the positive effects begin to be more visible. For example, he said that the 12-month Luibor rate (the most used index for credit in national currency), which at the end of 2021 stood at 24.73%, is currently at 15.27% – a significant drop of 12 .46 percentage points, easing in many cases the financial burden of companies and families with banking responsibilities.

On the other hand, he said that there are risks, both external and internal, that could influence this downward trend in interest rates, as the national economy remains highly dependent on imports and revenues from oil exports.

Referring to oil – the main source of funds in foreign currency, he explained that its revenues derive from the market price and the quantity exported and that the market price is linked to the performance of the main world economies.

He also explained that the monetary stimuli implemented during the Covid-19 pandemic and the war in Eastern Europe have been contributing to a generalized increase in prices that, inevitably, led to an increase in interest rates in the main international financial markets, reinforcing the probability of an “anemic” world economic performance.

Still on the subject of price, he referred to the bad debt ratio in the system, which is currently around 21%, having already reached higher values.

In the view of the BNA governor, one of the consequences of bad loans, in addition to discouraging banks, is the increase in the price of credit, because bad loans cannot be covered by customer deposits but by bank profits, which result from the margin finance, depending on the interest rates applied.

Regarding the issue of credit and prices, he also said that the possibility of a company taking out credit depends largely on demonstrating the quality of its management, viability and financial capacity to fulfill the responsibilities it intends to assume before the bank. “This condition has been one of the main reasons for rejection of bank credit applications”, he underlined.

In general, in José de Lima Massano’s opinion, the success of our country depends on the sustainable growth of our economy and access to credit is one of the fundamental actors for its development, but the risk appetite must be established in order to guarantee the sustainability of the financial system.

Cabinet: Livestock development plan receives green light

Luanda – Cabinet Council approved Thursday the National Plan for the Promotion and Development of Livestock (Planapecuária), for 2023-2025, in what it says the move is meant to increase the production of meat, milk and eggs.

The move aims to ensure food and nutritional self-sufficiency of the populations and fight against hunger and poverty, states a press note from the meeting chaired by the President, João Lourenço,

The measure will also help increase the income of animal producers and other stakeholders in the value chain of meat production.

Planapecuária is also focused on the increase of the contribution to national cattle production to meet the local consumption, exports and the Gross Domestic Product (GDP) needs.

Oil concession for the Cabinda Maritime Zone

At Wednesday’s session, the Cabinet analysed the Presidential Legislative Decree that changes the fiscal regime applicable to the oil concession of the Cabinda Maritime Zone.

National Plan for the Development of Fisheries

Also in the economic field, the session gave green light to the Presidential Order that creates the Multi-sector Commission for Supervision of the National Plan for the Development of Fisheries.

The Commission is coordinated by the minister of State for Economic Coordination and features the ministers of Agriculture and Forestry, Territorial Administration, Industry and Commerce, Energy and Water, Education, as well as Public Works.

The Ministries of Higher Education, Science, Technology and Innovation, Environment, and Transport are also part of the Commission.

Also analysed on Thursday, the Non-Governmental Organisations (NGO) proposal goes to the National Assembly for approval.

Angolan government invests USD 300 million in livestock development

Luanda – Angolan government will inject 300 million US dollars for the execution of the National Livestock Promotion and Development Plan for the 2023-2025 period, the Angolan minister of Economy and Planning, Mário Caetano João, said Thursday in Luanda.

The minister, who was speaking to the press at the end of the Cabinet Council meeting chaired by President João Lourenço, which approved the 2023-2025 National Plan for Livestock Promotion and Development, said the amount will be mainly addressed to cooperatives or organized animal production units.

“It is an instrument that aims to provide responses to the needs of consumption, to seek to rationally replace imports of these products, with emphasis on cattle, pigs, goats, sheep and poultry, as well as products linked to livestock, eggs and milk”, the minister said.

Mario João informed that in the last five years, the country registered a 55 percent increase in pork production, 30 percent in bovine meat,33 percent in egg and 14 milk 14 production.

NGO Law

The Cabinet Council also discussed the Non-Governmental Organizations (NGO) Draft Law.

As regard to this issue, the secretary of State for Human Rights, Evaristo Solano, said there is a legal vacuum in the monitoring that should be done to these organizations, underlining that the draft-law aims to discipline the patterns of creation, systematization, and inspection of NGOs.

Government reviews draft budget for 2023

Luanda – Angola’s Draft Budget (OGE) for 2023, with revenues estimated at 20.104 billion, was reviewed during a Cabinet Council meeting held Thursday in Luanda.

The proposal foresees a reference price of USD75 per barrel of oil and an average oil production of 1.18 million barrels, states the final communiqué from the session chaired by the President João Lourenço.

The statement adds that the document forecasts an inflation rate of 11.1 percent and a real Gross Domestic Product (GDP) growth of 3.3 percent, compared to the 2.7 percent growth predicted for 2022.

The OGE 2023 proposal, which is going to the National Assembly, is a programmatic instrument that sets the amount to be collected in the economic year.

This instrument establishes management criteria, with a view to meeting collective needs and ensuring the sustainability of the country’s public finances.
