Supreme Court Oks release on parole of former Transport minister

Luanda – The Supreme Court (TS) has granted supervised release (parole) to former transport minister, Augusto Tomás, who is serving a prison sentence since September 2018, the TS said Wednesday in a statement.

“Parole has been granted to the prisoner Augusto da Silva Tomás, for the remaining time for the completion of his sentence (…)”, the TS said.

In the document, the Supreme Court recalls that Augusto Tomás was sentenced in August 2019 to 14 years in prison as part of the case related to the “National Shippers Council (CNC)”.

The sentence was further reduced to seven years and one month by the Plenary of the Supreme Court.

Under the terms of the ruling, until the end of the sentence, the former minister is obliged to reside in Luanda and pay the “total compensation to which he was sentenced, within the same period”.

Augusto Tomás’s lawyer requested parole when the former minister served half of his sentence.

The National Directorate of Penitentiary Service gave a favourable opinion.

Augusto Tomás was minister of Transport between 2008 and 2017. He responded in court for the crimes of embezzlement and violation of the rules of execution of the budget plan in a continuous form.

The former minister also responded in court for the crimes of abuse of authority in a continued manner and of economic participation in business.

During the trial, Augusto Tomás was acquitted of the crimes of money laundering and criminal association for lack of evidence.

Interior minister calls for prevention of organised crime

Luanda – Angolan minister of the Interior Eugénio Laborinho called for the strengthening of measures to prevent and reduce organised crime, with a view to ensuring territorial integrity, peace and public order in the country.

Speaking at the end-of-year greeting ceremony at the Ministry of the Interior, the minister also highlighted the strengthening of preventive measures against violent crimes and corruption.

In his speech, delivered on Wednesday, the minister considered the fight against money laundering, vandalism of public goods, sexual violations and cross-border crimes crucial.

As of the measures for 2023, Eugénio Laborinho pointed out as goals the continuous improvement of infrastructures, the reinforcement of the acquisition of means and equipment, the training of staff, as well as the improvement of the social and working conditions of the employees.

He said that the improvement of employees’ social and working conditions includes the promotion and graduation process, with a focus on “job-job” adjustment.

As for the reduction of road accidents, he stated that this is one of the goals for next year.

With regard to migration issues, the minister of the Interior promised permanent monitoring of the issuance of passports within the established deadlines.

Eugénio Laborinho appealed to citizens to avoid the excessive consumption of alcoholic beverages and other psychotropic substances, as well as the inappropriate use of bathing areas.

The minister also appealed to users to avoid the use of fireworks and practices incompatible with order and public safety.

97 DRC citizens intercepted for attempted border violation

Mbanza Kongo – Ninety-seven citizens from Democratic Republic of Congo (DRC) were questioned on Wednesday by Police Border in northern Zaire province (Angola) for attempting to illegally enter the national territory.

Of this figure, 58 are men and 39 women, who were intercepted at the border check points of Buela, Luangu, Nóqui, Kinsende, Ntoyo, Kanga, Mpozo and Luvo, the spokesman for the Provincial Delegation of the Interior, Sérgio Afonso, told the press on Thursday.

According to the source, the illegal immigrants intended to settle in the territory of the province of Zaire and then reach the country’s capital, Luanda.

“Many foreigners enter the national territory for commercial purposes and the other for rampant slaughter of trees and animals”, he said.

Also Wednesday, the Border Police thwarted fuel smuggling attempt to DRC.

Angola shares border with DRC through four municipalities of the northern province of Zaire.

They are Mbanza Kongo, Soyo, Cuimba and Nóqui, totaling 310 kilometres.

Buildings at Mussungue satellite city safe from collapsing

Dundo – The director of the Angolan Engineering Laboratory Fernando Bonito Thursday ruled out the risk of two buildings in zone 1 of Mussungue, in northern Lunda norte province, which are 15 metres from a ravine, collapsing.

Speaking to the press at the end of a visit to the 38-metre deep ravine and to the buildings, he stressed that “there is no reason to evacuate the residents because the buildings are safer.

“From the assessment we made, we concluded that there is no evidence that endangers the two buildings, so we call on residents to remain calm,” he said.

In the two buildings, located in zone 1 of the city, live 16 families, a total of 80 people.

The minister for Public Works, Urbanism and Housing, Carlos Santos, has been in the city of Dundo since early hours this Thursday to assess the level of progression of some of the ravines and to find solutions.

The Mussungue satellite city, located southwest of the city of Dundo, has 419 buildings, 5,400 flats, 153 commercial spaces and is made up of 4 and 5 bedroom flats.

The project, whose first phase is sub-divided into seven areas, six of which are residential and one is for social facilities, has a hospital with 95 beds, a crèche with 24 rooms and a school for 1,300 pupils.

The flats already concluded, which house over 15,000 people, represent the first phase of the project, which foresees 20,000 homes to be built in phases.

Malanje: Governor reiterates call for private investment

Malanje- The governor of the north-east Malanje province Marcos Nhunga reiterated Thursday the appeal to the national and foreign business community to increasingly invest in the different sectors in the province with the aim to create jobs and contribute to economic growth.

The appeal was launched at the inauguration of a supermarket in the former facilities of the Nosso Super Network, as part of Privatisation Programme (PROPRIV).

Marcos Nhunga said the entrepreneurs can resort to the agricultural and water potential of the province to boost and develop their business.

He highlighted the existence of locally manufactured products in the now inaugurated establishment, which stimulates the increase in production.

INACOM warns radio stations of frequency deviation

Luanda – Angolan Institute of Communications (Inacom) announced Thursday that 11 national radio stations have been notified for deviating from the recommended frequency.

In a press release issued Thursday to ANGOP, the institute mentioned Kairós, Cacuaco, Despertar, MFM, Umbundo, Viana, 5 do Huambo, Caála, Lubamba, Cunene and Cabinda, as having been notified.

The document states that the radio stations had been notified and given 10 days to solve the issue.

On other hand, the failure to abide by the recommendation would lead to sanctions under the terms of the applicable legislation.

The note adds that the frequency deviation in the emission of the radio signal may cause serious and irreversible damage to mobile and aeronautical services.

The inspection took place from 28 November to 3 December, 2022, Inacom said in statement.

Minister of public works assesses ravines in Lunda Norte

Dundo – Angolan minister of public works, urbanism and housing Carlos dos Santos has been in Dundo, Lunda Norte province, since early Thursday morning to assess the progression of some ravines, particularly the one in Mussungue, which threatens to destroy some buildings.

ANGOP learnt that the minister’s visit aims to find urgent solutions to put an end to the level of progression of the ravine in Mussungue and prevent it from affecting the buildings in zone 1.

Fire-fighter Department told ANGOP that the ravine is 15 metres away from two buildings, where some 80 people live in 16 flats.

This is part of the 30 ravines catalogued by the state, which are expected to be closed in 2023.

During his stay in Lunda Norte, the minister will visit the ravines at Kamaquenzo airport, Mussungue and the river Dundo.

In Lunda Norte there are over 100 ravines, of which 30 are emergencies, fire fighter said.

Presidents João Lourenço and Tshisekedi hold peace talk in eastern DRC

Luanda – Angolan head of State João Lourenço Thursday (29) discussed with his Democratic Republic of the Congo (DRC) counterpart Félix Tshisekedi the peace in the eastern region of the central African country.

During a telephone conversation, the two statesmen focused on the decisions from the recent Washington mini-summit, which sets the creation of conditions for implementation of the Luanda Roadmap goals.

The Luanda Roadmap is the result of the regional mini-summit held in November in the Angolan capital, which adopted a Plan of Action for peace in DRC and to ensure the normalization of the country’s relations with Rwanda.

The initiative was attended by the heads of State (or their representatives) of Angola João Lourenço, Burundi Évariste Ndayishimiye, DRC Félix Antoine Tshisekedi.

It also gathered the minister of foreign affairs of Rwanda Vincent Biruta, as well as the former Kenyan president Uhuru Kenyatta, the latter who participated as peace facilitator for the east of the DRC, appointed by the East African Community (EAC).

The meeting was convened by President Lourenço, in his capacity as African Union (AU) mediator, aimed to seek path to resolve the crisis on the DRC-Rwanda border.

Luanda government announces New Year’s Eve fireworks

Luanda – Provincial Government of Luanda (GPL) announced Thursday the launch during New Year’s Eve (2022 – 2023) of the fireworks.

Fireworks were banned in 2020 due to the restriction measures imposed by the Executive to stop the spread of the covid-19 pandemic.

In its press note, GLP states the fireworks will be launched in the municipalities of Luanda, Talatona and Belas.

They will take place in sites such as the Museum of Military History (former Fortress of São Miguel), at the Hotel Panorama, on Ilha do Cabo, on the Marginal do Benfica and at the Miradouro da Lua.

It informs that the launches start from 00:00 (Sunday) in the respective points of the capital city, and will be in charge of the Personalize company.

Meanwhile, Luanda Government appeals to citizens not to panic during the launch of fireworks, as it is an event organised in an environment controlled by competent bodies.
