New York: The Angolan representative to the United Nations, Francisco Jos© da Cruz, highlighted Angola's commitment to preventive diplomacy as a vital tool for conflict prevention and fostering coordinated international cooperation to support peace and development efforts.
According to Angola Press News Agency, the diplomat made these remarks during a high-level Security Council debate on 'Poverty, Underdevelopment and Conflict: Implications for the Maintenance of International Peace and Security'. Francisco Jos© da Cruz emphasized the clear connection between "poverty, underdevelopment and conflict," particularly in developing countries in Africa.
He pointed out that armed conflicts and lack of peace hinder progress and create cycles of non-development, affecting the social and economic structures of affected nations. During prolonged crises, essential services and infrastructure suffer, leading to increased vulnerabilities among the population, including youth.
The ambassador asserted the need for a systemic approach to resolve these issues, advocating for coordinated and sustained responses beyond crisis management. He highlighted the Compact for the Future, adopted in September 2024, as a framework to address conflict's structural causes, emphasizing investment in national capacities and social cohesion.
Francisco Jos© da Cruz also noted that addressing poverty and promoting development is crucial for achieving global peace and security. He referenced reports indicating that violent conflicts are both a cause and consequence of poverty, with structural vulnerabilities and lack of infrastructure contributing to prolonged conflicts.
He urged the Security Council to proactively address early signs of social and economic issues to prevent violence, advocating for a shift from reactive to anticipatory strategies. The diplomat also called for an enhanced role for the UN Peace-building Commission in these efforts.
In conclusion, Francisco Jos© da Cruz reiterated Angola's dedication to working with the UN in diplomatic initiatives to achieve peaceful and inclusive solutions to crises, especially in Africa.
