Angolan Government to Require Consultation Minutes for 2026 State Budget

Luanda: The Secretary of State for Budget Juciene de Sousa announced that the Angolan government intends to mandate the submission of minutes from consultation meetings among sector partners for inclusion in the 2026 State Budget (OGE/2026).

According to Angola Press News Agency, the announcement was made by de Sousa during the III Consultation Forum for Economic and Social Partners, which is a part of the preparatory process for the 2026 OGE. The Secretary of State highlighted that this requirement will be integrated into the consolidation phase of the budget proposal corrections, aiming to enhance coordination between sectors and their partners.

"This year, we went further and stated that those budget proposals will not be received; we will not validate them in the system if we do not receive the minutes of these meetings from each sector," she affirmed. De Sousa underscored the importance of an open and inclusive dialogue in fulfilling the State Budget's purpose, emphasizing the principles of listening before deciding, dialoguing before approving, and building together before executing.
