Luanda: The Minister of Social Action, Family and Women's Promotion (MASFAMU), Ana Paula do Sacramento Neto, reaffirmed, on Monday in Luanda, the Executive's commitment to human dignity and the promotion of social cohesion. The minister was speaking at the launch ceremony of the Single Social Registry (CSU), a platform to identify and map families in vulnerable situations and strengthen socioeconomic policies.
According to Angola Press News Agency, Ana Paula do Sacramento Neto said that social justice requires knowledge, rigor, and the ability to reach the right people at the right time. "Social protection is one of the noblest expressions of the State's responsibility and the basic principle of the CSU will be to know better in order to intervene better," she stressed.
She emphasized that the experience accumulated in recent years has allowed the scope of this strategic instrument to be broadened, transforming it into a cross-cutting pillar of public governance. The structural reform now launched, she said, brings direct and significant impacts in multiple areas, notably the increased capacity to map and diagnose situations of social vulnerability, as well as stimulating coordination between different public institutions and improving the delivery and impact of social programs.
In turn, the World Bank representative in Angola, Roland Yameogo, stressed that the CSU marks a crucial step in the Angolan Executive's efforts to consolidate its social protection system. "The Single Social Registry will form the basis for more effectively identifying vulnerable families," he said. He also noted that the initiative will allow families who truly need support and opportunities to access them. "The platform is an essential tool and will ensure that assistance reaches the right families at the right time," he reiterated.
He said that despite the progress made with the creation of platforms such as the Data Management Information System (SIGA), as well as payment, monitoring, evaluation, and complaint resolution mechanisms, there are some challenges such as interoperability, digitization, adaptability to shocks, and efficiency in payments. "The CSU emerges as a response to these limitations, enabling data sharing between institutions, strengthening service delivery, improving decision-making, and increasing the efficiency of public social protection programs," he said.
Roland Yameogo also highlighted the importance of strong inter-institutional coordination under the leadership of MASFAMU, reinforcing that the system will only reach its full potential if it is implemented based on a shared national platform, transversal to the entire Government and sustainable beyond individual project cycles.
The launch of the initiative, which was attended by the First Lady of the Republic, Ana Dias Louren§o, and the Minister of State for Economic Coordination, Jos© de Lima Massano, aims to strengthen the State's capacity to improve the coordination and evaluation of public policies based on reliable and integrated information. The Single Social Registry (CSU) will function as a centralized database to manage and direct social support, programs, and projects, as well as to promote social inclusion.
The platform will gather, organize, and integrate relevant social information about families in vulnerable situations, as well as allow the State to have a more complete, up-to-date, and integrated view of the country's social reality. Properly trained teams will carry out the registration of families, using digital tools designed to work in different contexts, with or without a permanent internet connection.
