Angola’s Renewed Commitment to Anti-Corruption Efforts Highlighted in Doha

Doha: The Inspector General of State Administration, Joo Francisco, reaffirmed on Monday the role and firm political and institutional commitment of President Joo Louren§o in fighting corruption and promoting public integrity as a central axis of State policies and the national reform agenda.

According to Angola Press News Agency, Francisco emphasized Angola's strategic prioritization of public integrity at the opening session of the plenary of the Conference of States Parties to the United Nations Convention against Corruption (COSP-UNCAC). He highlighted the adoption of legal, institutional, and operational instruments designed to prevent, detect, and repress corruption.

Joo Francisco leads the Angolan delegation to the 11th COSP Conference, being held from November 15th to 19th in Qatar's capital. This significant event gathers signatory states, intergovernmental organizations, representatives of civil society, and the private sector, focusing on corruption prevention, criminalization of crimes, international cooperation, asset recovery, and technical assistance.

The inspector general noted that with the approval of Presidential Decree No. 169/24, dated July 19, Angola has implemented the National Strategy for the Prevention and Repression of Corruption. This public policy instrument structures the axes of prevention, detection, and repression, ensuring coordinated action among the various bodies involved in combating corruption.

In the legislative and normative sphere, Francisco highlighted the approval and updating of key legal frameworks, including the Law on Money Laundering and Terrorist Financing, the Regime of Administrative and Patrimonial Responsibility of Public Agents, the Internal Control System, as well as reforms in Public Procurement and State Finances.

The Angolan delegation comprises representatives from the General Inspectorate of State Administration (IGAE), the Attorney General's Office, the Civil House of the President of the Republic, the Financial Information Unit, the National Bank of Angola, and the Ministry of Foreign Affairs. These institutions are considered pivotal in implementing the anti-corruption policies adopted by the Angolan Government.

The UNCAC Conference of States Parties serves as the primary policy-making body of the only legally binding anti-corruption treaty globally, meeting biennially to support Member States in implementing the Convention, providing political guidance, and adopting resolutions to strengthen anti-corruption initiatives.
