Luanda: The Ministry of Environment (Minamb) and the Cabinda Provincial Government (GPC) have entered into a Memorandum of Understanding to fast-track the construction of the Waste Treatment and Recovery Center in Cabinda. The agreement aims to ensure the timely completion of the project, which is essential for waste management in the region. According to Angola Press News Agency, the construction of the center, which began in January 2024, has now been incorporated into the Ministry of the Environment's portfolio. This move places the responsibility for securing the required financial resources on the Ministry, thereby expectedly accelerating both the physical and financial progress of the project. Paula de Carvalho, the Minister of Environment, emphasized the importance of this transfer of responsibilities in speeding up the project's execution. She highlighted that the completion of various formalities, including the project's inclusion in the Ministry's portfolio, was a major step toward achieving the d esired acceleration. Once operational, the center will play a crucial role in managing waste and mitigating its impact on aquifer soils. This initiative is aimed at reducing negative effects on water resources and public health. The facility, located in Subantando, Liambo municipality, is designed to include a sorting area, a gatehouse with a heavy-vehicle scale, administrative buildings, an unloading ramp, a sludge production shredder, and landfill cells. The project is budgeted at approximately 4.812 billion kwanzas, with current construction works and infrastructure outfitting having achieved 19% physical completion and 18% financial execution.
