Luanda: Angola's Ministry of Fisheries and Marine Resources has announced that the launch of Blue Bonds on the BODIVA exchange is contingent upon the passage of the new Marine Space Management Law. The disclosure was made by Minister Carmen do Sacramento Neto during the African Conference on Blue Economy in Luanda.
According to Angola Press News Agency, the minister outlined that this legislative requirement is crucial for the government to access international sustainable financing funds. The proposed bill aims to regulate coastal reorganization and the delimitation of economic activities on the continental shelf. It is set to be submitted to specialized government committees and the National Assembly soon.
Minister Neto emphasized that the implementation of this ecologically-based financial tool will only proceed after the legislation is fully enacted. This is because the international capital market demands a solid legal framework that defines the territorial planning of waters before granting structured credits.
Biologist and researcher Adjany Costa highlighted that this strategy, in alignment with the National Strategy for the Sea of Angola (ENMA) and the Angola 2050 Strategy, will significantly impact the operational restructuring of the country's main ports. He stated that the government's goal for this year is to expedite the legislative process for the Maritime Planning Law, which will enable the introduction of low-interest sovereign bonds. These bonds aim to bolster the cold chain industries and modernize regional maritime cabotage in Southern Africa.
