Luanda: The Minister of State for Social Affairs, Maria do Ros¡rio Bragan§a, on Friday advocated the implementation of educational policies for the development of Angola’s human capital. She was speaking at the first plenary session on “Human Capital Formation and the Challenges of Angola’s Development,” part of the National Conference on Human Capital, taking place from the 29th to the 30th of this month. The minister emphasized the need to invest in high-quality early childhood development, ensure greater attendance in pre-primary education, and improve pedagogical resources.

According to Angola Press News Agency, Maria do Ros¡rio Bragan§a also advocated for vocational guidance, as well as greater autonomy and freedom for schools and universities to manage resources. For the minister, human capital formation must also take into account the labor market context, and a partnership between companies and educational institutions is important to ensure that employees with the necessary qualifications are available.

During her address, the minister discussed the quality of education in Angola, as well as the human capital development index, noting that, according to the 2020 World Bank report, the country had a rating of 0.32. In a graphic demonstration, Maria do Ros¡rio Bragan§a stated that from 2019 to 2025, the country saw an increase in primary school attendance, while the opposite was true for secondary and higher education.

According to her explanation, there was a decline in education as the levels increased, due to the low transfer rate of students who completed secondary school to higher education. To address this situation and develop human capital, the minister stated the importance of developing strategies related to the effective investment of human resources, the adoption of a multisectoral approach to the issue, and the alignment of policies with social and political interests.

The event will feature the participation of various stakeholders from the country's social, political, and economic landscape and will focus on improving education and vocational training structures, adjusting training offerings, and adapting qualifications to the real needs of the national labor market.
