Minister Highlights Reforms in State’s Local Administration.

Luanda: The Minister of Territory Administration, Dionísio da Fonseca, stated on Wednesday that Angola's local public management has experienced significant dynamism due to recent legislative and administrative reforms. Speaking at the commencement of the Introduction to Public Service for Local Bodies course for municipal managers, Fonseca highlighted that this dynamism is a result of enhanced transparency and rigor, coupled with initiatives that encourage citizen participation in local governance. According to Angola Press News Agency, the minister underscored that the training for local government managers is crucial in equipping them to address the challenges of formulating and executing municipal public policies. This training will also enable them to grasp the benefits and adopt best practices tailored to the unique context and dynamics of their respective territories. The goal is to develop strategies that lead to more robust and efficient management, ultimately delivering improved public services and fostering prosperity for citizens, families, and businesses. Dionísio da Fonseca further explained that local managers must comprehend the territorial development dynamics within their districts. They should master competitive factors, promote the local economy, enhance inter-municipal cooperation, and ensure full citizenship exercise, which includes guaranteeing citizens' access to basic services. Achieving these objectives, which blend practicality and strategic importance, necessitates promoting excellence, quality, and innovation among the staff responsible for managing municipalities and communes. The European Union ambassador to Angola, Rosário Bento Pais, also contributed to the discussion, expressing her institution's commitment to fostering a more inclusive society. She emphasized the importance of participatory governance and specifically highlighted the need to focus on the most disadvantaged groups, such as women and young people. The training program, which includes participation from municipa l administrators and senior technicians from Luanda, Huambo, and Lunda Sul, will continue until December 6. It will be conducted both in person and via videoconference as part of the new Political-Administrative Division.
