Luanda:The Secretary of State for Climate Action and Sustainable Development, Nascimento Soares, emphasized that operationalising the National Monitoring, Reporting and Verification (MRV) System is a strategic priority for the Ministry of the Environment.
According to Angola Press News Agency, Soares made this statement during the National Coordination and Diagnostic Workshop on the Operationalisation of the National MRV System and the Identification of Funding Opportunities. He highlighted that the MRV system is crucial for monitoring climate policy outcomes, assessing progress, and supporting public decision-making with reliable information.
The Secretary of State noted that the workshop was a significant opportunity to evaluate current capacities, identify main challenges, and define concrete measures to enhance climate information management in Angola. He underscored the need for collaboration across different sectors, improvements in data quality, and the establishment of effective mechanisms for collecting and sharing information.
Soares explained that the national greenhouse gas inventory, monitoring of mitigation measures, adaptation, and compliance with international transparency obligations rely heavily on the ability of institutions to provide consistent information. He encouraged sectors to share their information systems and reporting mechanisms, aiming to identify existing capacities and gaps for institutional strengthening.
He also mentioned that the Climate Platform presentation at the workshop offered a chance to assess how technological tools could aid in data management, fostering more integrated and efficient information handling. Credible data, he stated, allows for the establishment of investment priorities and preparation of projects aligned with national needs, showcasing results achieved through mobilised resources.
Moreover, the Secretary of State pointed out that identifying needs for training, technical assistance, and capacity development would enable Angola to better access international climate finance mechanisms. He expressed hope that the workshop would yield tangible results, such as mapping data and identifying responsible institutions, focal points, gaps, and action priorities.
Finally, Soares urged participants to transform the meeting's outcomes into actionable proposals based on institutional cooperation and shared responsibilities, reinforcing the MRV system's functionality and sustainability, thus enhancing climate transparency and Angola's ability to implement its climate change priorities.
