Angola: Angola defended, at the United Nations, the need to ensure the full, timely, consistent and non-selective implementation of Security Council (SC) resolutions. The country said the effectiveness, authority and credibility of this body also depend on the adoption of their effective implementation.
According to Angola Press News Agency, this position was presented by the Permanent Representative to the UN, ambassador Francisco Jose da Cruz, during the Security Council's Arria Method meeting, under the theme "Overcoming the Implementation Gap: Security Council Resolutions and the Maintenance of International Peace and Security".
In his speech, the Angolan diplomat said the insufficient implementation of SC resolutions undermines confidence in multilateralism, weakens respect for international law and can contribute to the persistence and aggravation of conflicts, with negative consequences for international peace and security.
The diplomat emphasized that the lack of effective implementation of decisions adopted by this body affects the credibility of the collective security system established by the Charter of the United Nations, making it essential to strengthen monitoring and accountability mechanisms.
Francisco Cruz defended the need to strengthen monitoring mechanisms, evaluating, and following up on the implementation of Security Council resolutions, through the definition of clear objectives, realistic timelines, and regular accountability procedures.
The diplomat said that such measures would allow for a better assessment of the progress achieved, identification of persistent challenges, and ensuring that the decisions adopted produce concrete results on the ground.
The Angolan diplomat also highlighted the importance of strengthening cooperation between the Security Council, the African Union, and other regional organizations, in accordance with Chapter VIII of the Charter of the United Nations.
He emphasized that a closer partnership could contribute to strengthening preventive diplomacy, mediation efforts, peace support operations, and peacebuilding initiatives, particularly in Africa.
The diplomat reaffirmed the country's support for a comprehensive reform of the Security Council, including correcting the historical underrepresentation of Africa, in accordance with the Ezulwini Consensus and the Sirte Declaration.
Francisco Cruz reaffirmed Angola's commitment to multilateralism, the purposes and principles of the Charter of the United Nations, as well as to the promotion of an international order based on respect for international law, the sovereignty of States, dialogue, and cooperation among nations.
