Angola Moves Towards Social Security Digitalization

Luanda: The Angolan government has decided to move forward with the digitalization of services provided by the National Social Security Institute (INSS) as part of the modernization of Public Administration, announced Wednesday the Secretary of State for Labor, Employment and Social Security, Pedro Filipe.

According to Angola Press News Agency, a draft law on the Legal Regime for Electronic Communication and Processing of Administrative Procedures will be submitted to the National Assembly for discussion and approval. Speaking to the press on the sidelines of the Cabinet Council's meeting chaired by President Joo Louren§o, the Secretary of State explained that the new legislation aims to reduce bureaucracy, save resources, and streamline interaction between the INSS, taxpayers, pensioners, and insured individuals.

'Until now, most interactions were done physically. With this decree, actions such as issuing non-debtor declarations, settling contributions, and submitting electronic payrolls can be carried out digitally, saving citizens time on travel,' he said. The official acknowledged the technological challenges in some regions of the country, so physical processing will continue to be available where necessary.

However, preference will be given to the electronic system, which has already consolidated experiences such as the submission of payrolls and payments via the Single Payment Reference (RUP). Pedro Filipe mentioned that the INSS is present in all provincial headquarters and in several strategic municipalities, guaranteeing technological capacity and human resources to operate the new system in a decentralized manner.

'Local services, such as issuing contribution regularization declarations or submitting retirement applications, can now be handled in various agencies, without the need for centralization at headquarters,' he explained. According to the official, the presidential decree represents a considerable step forward in the modernization of the INSS, since it promotes efficiency, transparency, and faster and more dignified service, especially for pensioners, one of the most vulnerable segments of the population benefiting from the social security system.

The Cabinet Council approved the measure as part of the government's effort to facilitate compliance with contribution obligations and strengthen the sustainability of the Social Protection sector in Angola.
