Angolan Government Guarantees Plots of Land for Guided Private Construction

Luanda: The Angolan government has announced a significant initiative to provide plots of land for guided private construction, with a focus on young people, as part of the Institutionally Guided Private Construction Program. According to Angola Press News Agency, the country's municipal administrations have already inventoried plots of land to distribute, emphasizing the importance of this program in facilitating access to homeownership with minimal financial burden on families. During the 23rd edition of the "CaféCipra" event in Luanda, Minister of Public Works, Urban Planning and Housing, Carlos dos Santos, outlined the initiative's objectives. He explained that the program collaborates with the Order of Engineers and the Order of Architects of Angola to offer simplified technical projects, aimed at expediting the construction process. The government's strategy includes partnerships with commercial banks to establish housing credit lines, featuring subsidized interest rates and repayment terms extending u p to 30 years, in line with the state's affordable rent model. Carlos dos Santos provided an overview of the housing situation, revealing that the state has constructed around 350,000 housing units across central areas, urbanizations, and social impact projects. Notably, 30 percent of the public housing quota has been allocated to young people, complying with existing legal frameworks. In addressing land use planning, the minister expressed concerns over anarchic constructions in risk zones and urged municipal administrations to accelerate the implementation of Municipal Master Plans (PDM) for better population organization in urbanized areas. Regarding road infrastructure, he clarified that the construction on National Road 100/280, specifically on the Namibe/Benguela section, is nearing completion in the Namibe province.
