Luanda: The Angolan Parliament has given general approval to a new bill aimed at establishing a comprehensive response to HIV. The bill, initiated by the Angolan Executive, introduces mechanisms for prevention, protection, treatment, and accountability, aligning with international principles such as confidentiality, equal access, and human dignity. During the 7th ordinary plenary meeting of the 4th legislative session of the V legislature, 178 parliamentarians voted in favor of the proposal, under the chairmanship of Speaker Ado de Almeida. According to Angola Press News Agency, the Secretary of State for Health for the Hospital Area, Leonardo Inocêncio, emphasized that the bill addresses not only health needs but also social and economic factors. Inocêncio identified stigma as a significant barrier in the fight against HIV, noting that it deters citizens from accessing health services and hinders disease control efforts. Inocêncio further highlighted Angola's progress in the fight against HIV, with 79 perc ent of individuals currently having access to treatment. However, the nation aims to meet international standards by achieving 95 percent in diagnosis, treatment, and viral suppression. The reduction in vertical transmission rates, from 26 percent to 14 percent, was also noted as a significant achievement. The proposed legislation is designed to offer an integrated response to HIV, focusing on fundamental rights and universal access to care. It seeks to expand the health network, particularly at the primary level, reinforcing Angola's commitment to public health, human rights, and combating discrimination.
