Luanda: The number of licenses for building construction in the country saw a significant decline in 2025, with only 866 permits issued. This marks a 46.97% reduction compared to the previous year.
According to Angola Press News Agency, the figures were derived from the Survey on Approved Building Construction Licenses (ILACE) conducted by the National Statistics Institute (INE). The survey highlighted the distribution of construction permits across various provinces, with Kwanza-Sul leading at 264 licenses, followed by Zaire with 101, Luanda with 75, Cabinda with 61, and Uge with 42.
Further analysis of the percentage distribution of licenses by province in 2025 shows that Kwanza-Sul accounted for 30.48% of the total licenses, Zaire for 11.66%, Luanda for 8.66%, Cabinda for 7.04%, and Uge for 4.85%.
Data on the types of licenses approved during the period indicate that 836 were new licenses, 19 were renewals, and 11 were changes. The percentage distribution shows new licenses at 96.54%, renewals at 2.19%, and changes at 1.27%.
The report also categorized licenses by holder classification, highlighting that individuals received 810 licenses, private companies 26, and housing cooperatives 13. In terms of percentage, licenses issued to individuals represented 93.53%, private companies 2.46%, and non-profit institutions 1.04%.
