Government Approves Legislative Proposals to Restructure Key Sectors

Luanda: The Cabinet Council approved on Wednesday a set of legislative proposals to structure the sectors of health, justice, social protection, higher education, and oil. These legal tools were approved during an ordinary session chaired by President Joo Louren§o.

According to Angola Press News Agency, the drafts of the Basic Law of the Health System and the Legal Regime of the Beneficial Owner were submitted to the National Assembly. The first update modernizes the legal framework of the health sector, reinforcing the state's commitment to universal coverage and ensuring continuous, quality access to healthcare. The latter establishes rules for identifying beneficial owners of legal and other entities, aiming to strengthen transparency in the financial and corporate systems and align Angola with international recommendations for combating money laundering, terrorist financing, and the proliferation of weapons.

Regarding Social Protection, the government reviewed the draft presidential decree that establishes the legal framework for electronically communicating and processing the Social Security Institute (INSS) administrative procedures. This measure aims to modernize the system, facilitate compliance with contribution obligations, and strengthen the sector's sustainability.

The meeting analyzed the project that amends the reorganization of the network of public higher education institutions, adapting it to the current legal framework. Among the notable changes is the conversion of the Higher Pedagogical School of Bi© into a Higher Institute of Educational Sciences.

In the oil sector, four draft Presidential Decrees were approved granting the National Concessionaire rights for prospecting, research, development, and production of liquid and gaseous hydrocarbons in blocks KON 3, KON 10, KON 13, and KON 14.
