Interior Minister Calls for Greater Investment in Police Personnel

Luanda: Interior Minister Manuel Homem on Monday called for greater investment in and continuous training of personnel in Luanda, with a view to improving responses to public security needs. Speaking at the opening of the first Strategic Police Management Course, held at the Osvaldo Serra Van-Dºnem Institute of Higher Police and Criminal Sciences, the minister emphasized that a stronger police service begins with personnel who are better valued and better prepared.

According to Angola Press News Agency, Manuel Homem added that his ministry would continue to invest in the training of staff to strengthen management skills and develop a strategic approach to policing. The minister stressed that public security requires leaders capable of interpreting signals from society, anticipating developments, assessing risks, and directing timely and effective responses.

The course forms part of the strategic training plan for the executive bodies of the Ministry of the Interior and is based on the premise that the National Police's most important asset is its personnel. National Police Commander-General Francisco Ribas da Silva, who was also in attendance, stated that the aim was to foster a culture of strategic thinking, leadership, and risk anticipation to improve personnel performance.

According to the National Police commander-general, another objective is to develop skills in command and management, planning, police legislation, financial and logistical resource administration, as well as the implementation of technologies supporting police activities. Francisco Ribas mentioned that the current socio-economic and geopolitical context required National Police officers to improve their strategic management skills, particularly in planning, organization, and decision-making analysis.

The initial phase of the course will be attended by 57 commissioner officers, national directors, and provincial commanders. The second phase will target other commissioner officers, deputy national directors, and deputy provincial commanders.
